Absent at <br /> rollcall were Members Housh and Swenson. <br /> CONSENT AGENDA ITEMS APPROVED Motion made by Member Brindle and seconded by <br /> Member Bennett approving the Council Consent Agenda with the exception of Item I., <br /> Approval of Regular Meeting Minutes of February 17, 2009. <br /> Rollcall: <br /> Ayes: Bennett, Brindle, Hovland <br /> Motion carried. <br /> CITY ENGINEERS ASSOCIATION OF MINNESOTA — 2008 PROJECT OF THE YEAR; <br /> AMERICAN COUNCIL OF ENGINEERING COMPANIES OF MINNESOTA — GRAND AWARD <br /> OF ENGINEERING EXCELLENCE; AND MINNESOTA SOCIETY OF PROFESSIONAL <br /> ENGINEERS — SEVEN WONDERS OF ENGINEERING PRESENTED Engineer/Public Works <br /> Director Houle described the three prestigious awards presented to Edina for the West 70th Street <br /> Roundabout project: 2008 Project of the Year from the City Engineers Association of Minnesota, <br /> Grand Award of Engineering Excellence from the American Council of Engineering Companies of <br /> Minnesota, and Seven Wonders of Engineering from the Minnesota Society of Professional <br /> Engineers. He presented the awards to the Mayor and City Council. <br /> Chuck Rickart, WSB Principal Engineer, expressed WSB's appreciation to Edina and presented <br /> the City with a framed event poster. <br /> *MINUTES — EXECUTIVE SESSION OF FEBRUARY 17, 2009, AND STUDY SESSION OF <br /> FEBRUARY 24, 2009 APPROVED Motion made by Member Brindle and seconded by <br /> Member Bennett approving the minutes of the Executive Session of February 17, 2009, and <br /> Study Session of February 24, 2009. <br /> Motion carried on rollcall vote —three ayes. <br /> MINUTES — REGULAR MEETING OF FEBRUARY 17, 2009, APPROVED Member Bennett <br /> stated the written minutes were correct; however, the February 17, 2009, video record contained <br /> an inaccuracy. The Transportation Commission vote on the West 70th Street Traffic Study had not <br /> been unanimous but included one dissenting vote due to lack of bicycle lanes. Member Bennett <br /> made a motion, seconded by Member Brindle, to approve the minutes of the Regular <br /> Meeting of February 17, 2009. <br /> Ayes: Bennett, Brindle, Hovland <br /> Motion carried. <br /> RESOLUTION NO. 2009-29 ADOPTED APPROVING A CONDITIONAL USE PERMIT - EDINA <br /> SCHOOL DISTRICT, 5701 NORMANDALE ROAD TO CONSTRUCT NEW MAINTENANCE <br /> BUILDING Affidavits of Notice were presented and ordered placed on file. <br /> Planning Director Presentation <br /> Planning Director Teague presented the Conditional Use Permit request for Edina Public Schools <br /> to construct a 1,984-square foot maintenance and equipment storage building on the west side of <br /> the football field at 5701 Normandale Road.
