Minutes/Edina City Council/March 3, 2009 <br /> Proponent Presentation <br /> Karen Sutherland, Perkins & Will Architects, assured this was the best location and that lighting <br /> was adequate. <br /> The Council informed Ms. Sutherland they would have preferred viewing the actual building <br /> materials and asked questions of Ms. Sutherland. <br /> Mayor Hovland opened the public hearing at 7:27 p.m. <br /> Public Testimony <br /> No one appeared to comment. <br /> Member Brindle made a motion, seconded by Member Bennett, to close the public hearing. <br /> Ayes: Bennett, Brindle, Hovland <br /> Motion carried. <br /> The Council asked questions of staff and expressed concern whether lighting might impact <br /> residents, possible extension of fencing to manage access to the maintenance building, adequacy <br /> of proposed landscaping, and hours of operation. <br /> Member Brindle introduced Resolution No. 2009-29, Approving a Conditional Use Permit <br /> for a Maintenance Building at 5701 Normandale Road for Edina Public Schools based on <br /> the following findings: <br /> 1. The proposal meets the Conditional Use Permit conditions per Section 850.04 <br /> Subd. 4. E, of the Edina Zoning Ordinance. <br /> 2. The proposal meets all applicable Zoning Ordinance requirements. <br /> Approval was subject to the following conditions: <br /> 1. The site must be developed and maintained in conformance with the following <br /> plans and the conditions below: <br /> • Site plan date stamped December 23, 2008 <br /> • Grading plan date stamped December 23, 2008 <br /> • Landscaping plan date stamped December 23, 2008 <br /> • Building elevations date stamped December 23, 2008 <br /> 2. Record the approving resolution with the County. <br /> 3. The building must meet all applicable building permit requirements. <br /> 4. Building materials and color must be compatible with other two utility buildings <br /> on site, subject to staff approval. <br /> 5. A light pack must be installed on the east side of shed, must be a down-cast <br /> light, and meet all applicable zoning ordinance requirements. <br /> 6. The landscape plan must be revised to eliminate the Rushmore Arborvitae <br /> and replace them with three six-foot tall Norway Spruce, for a total of five <br /> Norway Spruce along the east and south side of the building. <br /> Member Bennett seconded the motion. <br /> Rollcall: <br /> Ayes: Bennett, Brindle, Hovland <br /> Motion carried. <br /> PUBLIC COMMENT <br /> Meg Newell, 6008 Wooddale Avenue, spoke on behalf of Laura Ericksen of 6037 Wooddale <br /> Avenue and Jan Rife of 6004 Wooddale Avenue, regarding a sewage backup. <br /> James Quinn, 6020 Wooddale Avenue, addressed the Council regarding a sewage backup. <br /> Page 2 <br />
