Minutes/Edina City Council/March 6,2006 <br /> Mr. Millner said that after the informational and project update meetings, no calls, e-mail or <br /> letters have been received from residents opposing the project. Using graphics, Mr. Millner <br /> presented the project and showed where the new mains would be installed, reviewed what <br /> pavement would be rehabilitated and showed the proposed design of the parking lot island <br /> reconstruction. <br /> Member Masica asked how long the proposed assessment would run. Mr. Houle said the <br /> term would be ten years. <br /> Member Swenson asked if the project included installation of bulkhead type curb and <br /> gutters. Mr. Houle explained that the pavement would be restored with whatever type of <br /> curb currently existed because the project was rehabilitation and not a total rebuild. <br /> Mayor Hovland asked if the sanitary and storm sewers have been thoroughly evaluated. Mr. <br /> Millner said the sewers have all been televised and were in quite good shape with only some <br /> joint repairs deemed necessary. Mr. Houle added that the utility system had been installed in <br /> the 1970's and the only reason the watermain was in need of replacement was due to the <br /> corrosive nature of the surrounding soils and the stray current that have caused corrosion of <br /> the water pipes. He said that typically systems would last fifty plus years. <br /> Member Hulbert asked about the stray current. Mr. Houle explained that in many cases <br /> private electrical systems were grounded to the water system. He said the City was working <br /> with Excel to rectify this situation, since the new watermains would be PVC pipes and not <br /> metal. Therefore, any electrical system would no longer be grounded and the pipes would <br /> not be subject to corrosion. <br /> Mayor Hovland called for public comment. No one appeared to speak. <br /> Member Swenson made a motion closing the public hearing, seconded by Member <br /> Masica. <br /> Rollcall: <br /> Ayes: Housh, Hulbert, Masica, Swenson, Hovland <br /> Motion carried. <br /> Member Hulbert introduced the following Resolution and moved its adoption: <br /> RESOLUTION NO. 2006-31 <br /> ORDERING WATERMAIN REHABILITATION <br /> PROJECT IMPROVEMENT NO.WM-451 <br /> FOR NINE MILE VILLAGE <br /> WHEREAS,the Edina City Council on the 7th day of February, 2006, fixed a date for <br /> a Council hearing on the proposed watermain reconstruction Improvement No. WM-451; <br /> and <br /> WHEREAS, ten days' mailed notice and two weeks' published notice of the hearing <br /> was given, and the hearing was held thereon on the 6th day of March 2006, for <br /> Improvement No. WM-451 rehabilitating the watermains, repairing the sanitary and storm <br /> sewer, repaving the parking lot surface and reconstruction the parking lot islands of Nine <br /> Page 3 <br />
