<br />cost of the Watermain, based on Summer Work, is $6.56 per Assessable Foot, but
<br />that bid received this morning was slightly lower than Estimate. (See action

<br />J AGREEMENT FOR F~ANCING OF EDGEMOOR UTILSTIES TO BE RECORDED WITH LAND COVENANTS
<br />IF POSSIBLE. As a part of the Public Hearings on Sanitary Sewer and Watermain
<br />for streets in Edgegoor, Mr. Hosmer Brown, representing developer Stow, asked
<br />that financing agreement be eased to allow for pre-payment of special assessments
<br />at such time as the house is sold. (Agreement now stipulates that pre-payment be
<br />made when the I& is sold). Mr. Brown told the Council that contractors simply
<br />do not have the money to buy large blocks of lots and special assessments also.
<br />He also stated that the mortgage companies will not finance homes which are
<br />subject to three-year assessments and that, therefore, assessments would auto-
<br />matically have to be paid before purchaser could secure a loan.
