Trustee Kohler told Mr. McCubrey that, while the Council is glad it can cooperate <br />with the State Highway Department on plans for the Crosstown Intersection, it hopes <br />that it can get the full cooperation of the Department on plans for Normandale <br />(Trunk Highway No. 100). Mr. McCubrey replied that because latest plans must be <br />returned to Engineers programming for Highway 100 is uncertain but that Highway <br />Department will keep Council informed. Also, that it will take several months <br />to prepare final plans for the Crosstown Intersection. <br />VETERINARY HOSPITAL APPROVED FOR LOT 2, BLOCK 1, EDENMOOR ADDITION (5237 EDEN AVENUE). <br />Mayor Bredesen called Public Hearing on the petition of Dr. W. A. Bonnet for permit <br />to construct a Veterinary Hospital on Lot 2, Block 11 'Edenmoor (5237 Eden Avenue). <br />lerk submitted Affidavits of Publication in Edina-Morningside Courier January 30 <br />and February 6, and of Mailing, of "Notice of Hearing ", which affidavits were <br />approved as to form and ordered placed on file. Planning Commission's recommendation <br />approving this land useage was reviewed. Dr. Bonnet presented a sketch of his <br />proposed building; and audience was told that there would be no outside dog runs. <br />Some discussion was had concerning the proposed relocation of Highway No. 169, but <br />because the State has no firm plans and the matter of route is now receiving the <br />attention of Our Lady of Grace Church, nothing of real value could be learned. <br />There were no objections to the proposed Veterinary Hospital registered at the <br />Public Hearing, and no written objections had'been received prior thereto. <br />Dickson's motion, that permit be issued for construction of Veterinary Hospital <br />at Lot 21 Block 1, Edenmoor Addition, was seconded by Tupa and carried without <br />dissenting vote. <br />PUBLIC HEARING ON PROPOSED TRUNK WATERMAIN IN W.70TH STREET BETWEEN APPROXIMATELY <br />HEATHERTON TRAIL AND FRANCE AVENUE AND IN FRANCE AVENUE BETWEEN V1.70TH AND 111.69 <br />TH STREETS, AND LATERAL WATERMAIN CONNECTIONS THERETO. Affidavit of Publication <br />of "Notice of Hearing" in Edina- Morningside Courier January 30 and February 6, <br />1958, was presented by Clerk, approved as to form, and ordered placed on file. <br />Manager Hyde reported that the Estimate of Cost, now based on those bids taken <br />January 27, is $18,087.00 Total; the cost per acre for Trunk for unplatted <br />property being $225.00; the cost per front foot for platted property, $1.60; <br />and the cost of lateral service to the trunk on Prance Avenue being $5.44 per <br />front foot. Mr. E.C. Stow inquired as to why the property North of W.70th St. <br />and West of France Avenue is not being assessed for the Trunk Main, and was <br />informed that this area has already been assessed for another trunk. Mr. <br />Hosmer Brown, representing the Stow Company, asked that the Company be considered <br />definitely in favor of the project. There were no objections, either oral or <br />written, and Dickson offered the following Resolution and moved its adoption: <br />RESOLUTION ORDERING IMPROVEMENT <br />WATERMAIN IMPROVEMENT NO. 125 <br />BE IT RESOLVED by the Council of the Village of Edina, Minnesota, that this <br />Council heretofore caused notice of hearing to be duly published on the following <br />proposed improvement: <br />CONSTRUCTION OF VILLAGE 12" TRUNK WATERMAIN AND APPURTENANCES IN: <br />West 70th Street from existing main (550' East of Cornelia Drive) <br />to France Ave; and France Avenue from V1.69th St. to 11.70th St. <br />and at the hearing held at the time and place specified in said notice the Council <br />has duly considered the views of all persons interested, and being fully advised <br />of the pertinent facts does hereby determine to proceed with the construction of <br />said improvement; that said improvement is hereby designated and shall be referred <br />to in all subsequent proceedings as WATERMAIN IMPROVEMENT NO. 1253, and the areas <br />to be specially assessed therefor shall be as follows: <br />For the proposed Trunk Watermain and Appurtenances: All lots and tracts of <br />land within the following described boundaries: "Commencing at a point on the <br />centerline of West 70th St., which point is 145' West of the centerline of France <br />Ave.; thence Southerly to a point on the centerline of West 72nd St., which point <br />is 145' West of the centerline of France Ave.; thence Westerly along the center- <br />line of West 72nd Street and its extension to the Southwest corner of'the East <br />30 rods of the N111/4 of the NE1/4 of Sec. 31, T. 28, R. 24; thence Northerly <br />along the West line of said East 30 rods of the NV11/4 of the NE1/4 to the <br />centerline of West 70th St.; thence Easterly along said centerline to the point <br />of beginning." <br />For the proposed Lateral Connections to said Trunk Watermain - All lots and <br />tracts of land abutting the West side of France Avenue from West 69th Street to <br />West 70th Street. <br />Motion for adoption of the Resolution was seconded by Kohler, and on Rollcall <br />there were five ayes and no nays, as follows: B k, aye; Dickson, aye; Kohler, <br />aye; Tupa, aye; and Bredesen, aye; and the Re olution was ado ed. <br />ATT <br />Mayor <br />-'Village Clerk <br />
