<br />MINUTES of the Regular Meeting of July 10, 1961, were approved as submitted,
<br />by motion Bredesen, seconded by Tupa and carried.
<br />PUBLIC HEARING ON PROPOSED LATERAL SANITARY SEWER, LIFT STATION, ium APPURTENANCES
<br />IN BELMORE LANE FROM EXTENDED CENTERLINE OF GROVE PLACE 425 FT. E., AND IN ALLEY
<br />JUST EAST OF GROVE PLACE FROM BELMORE LANE 400 FT. NORTH. Affidavits of Publication
<br />in Edina-Morningside Courier August 3 and 10, 1961, and of Mailing to affected
<br />property owners, of "Notice of Public Hearing" were submitted, approved as to form
<br />'and ordered placed on file; and, pursuant to said notice, Public Hearing was
<br />conducted and action taken as hereinafter recorded.
<br />partially as a continuation of the July 24, 1961 public hearing, at which Mr.
<br />James DeKiep requested that provision be made for additional lots neighboring
<br />Belmore Lane, which would be left without provision for sewer should the
<br />originally, planned construction take place.
<br />Edina has now met with Hopkins; that Hopkins will allow connection to its Sanitary
<br />Sewer at Maple Hill Road; that Estimates of Cost have been worked out, showing
<br />that it will be considerably more economical to go into Hopkins than to serve
<br />the six properties needing sewer with a lift station in Edina, Estimates being
<br />$21,179.31 for the lift station sewer, as against $16,881.00 for the Hopkins
<br />connection basis, which will be an approximate $1,380 per connection--based on
<br />the price of Sanitary Sewer No. 120 at a per front foot assessment of $8.53,
<br />plus a 29% increase in construction cost since 1957; that the balance of cost
<br />will be assumed by thb2Village; that when the larger lots are split and additional
<br />connections needed, charges will be made on these new connections on the same
<br />basis as though now proposed to be assessed. Both Messrs. Wilhoit and DeKiep
<br />expressed their satisfaction with this arrangement; and there were no objections

<br />BE IT RESOLVED by the Council of the Village of Edina, Minnesota, that this Council
<br />heretofore caused notice of hearing to be duly published on the following proposed
<br />improvement :
<br />CONSTRUCTION OF LATERAL SANITARY SEWER, LIFT STATION, AND APPURTENANCES
<br />IN BEWORE LANE FROM EXTENDED CENTERLINE OF GROVE PLACE 425 FT, E., AND
<br />IN ALLEY JUST EAST OF GROVE PLACE FROM BELMORE LANE 400 PT. NORTH
<br />and at the hhearing held at the time and place specified in said notice the
<br />Council htxa duly considered the views of all persons interested, and hereby
<br />determines and declares that it in the public interest to abandon said proposed
<br />improvement, and to constructithe following improvement:
<br />SANITARY LATERAL SEWER IN BELMORE LANE FROM ALLEY EAST OF GROVE PLACE
<br />LANE TO CENTERLINE OF STREETCAR RIGHT-OF-WAY: IN STREETCAR RIGHT-OF-WAY
<br />FROM CENTERLINE OF STREETCAR RIGHT-OF-WAY TO EXISTING MANHOLE 89 FT. NORTH
<br />EXTENDED, TO 240 FT, EAST: IN ALTJ3Y EAST OF GROVE PLACE FROM BEUORE
<br />FROM ALLEY EAST OF GROVE PLACE TO MAPLE HILL ROAD: IN MAPLE HILL ROAD
<br />that said improvement is hereby designated and shall be referred to in all
<br />subsequent proceedings as SANITARY SEWER IMPROVEMENT NO. 185, and the area to
<br />be specially assessed therefor shall include Lots 1 and 2, Block 1, Wilhoit's
<br />Addition; Lots 1, 2, 9 and 10, Block 8, and Block 9, Mendelssohn Addition.

<br />INTEGRAL CURB IN W.70TH ST. FROM TRUNK HIGWAY NO. 100, EAST TO FRANCE AVENUE,

<br />to said Notice, Hearing was conducted on this proposed improvement, and action .

<br />to cost $196,000, the greater portion of which will be financed from gasoline tax
<br />funds under the %Municipal State Aid Street" plan; that it is proposed to assess
<br />approximately $5.00 per Assessable Foot to properties abutting the street, over
<br />a ten-year period, with those corner lots having their long sides on W.7Oth St.
<br />paying 1/3 their abutting footages; that the street will be 40 feet wide, withh
<br />parking limited to the North side; that there will be no parking on south side
<br />because of platting pattern; that it is proposed to pave between France and West
<br />Shore Drive in 1961; West Shore to Highway 100 in 1962, to allsw compaction after
<br />storm sewer construction. There were no objections registered at the Hearing, and
<br />Manager Hyde reported the improvement is estimated
