MINUTES OF THE REGULAR MEETING OF THE <br />EDINA CITY COUNCIL HELD AT CITY HALL ON <br />MARCH 3, 1975 <br />Answering rollcall were members Courtney, Schmidt, Shaw and Mayor Van Valkenburg. <br />MINUT.ES of February 3, 1975, were approved as presented by motion of Councilman <br />Courtney, seconded by Councilman Shaw and carried. <br />COMMUNITY DEVELOPMENT ACT APPROVED. <br />Clerk, appoved as to form and ordered placed on file. Mr. Luce recalled that <br />the Community Development Act had been reviewed at the meeting of February 24, <br />1975, and that thi's is the second hearing, as required by law. M M <br />X <br />Affidavits of Notice were presented by <br />0 Iron Removal Backwash Facility 22,000 22,000 <br />Special Children's Program 1,000 2 , 000 5 , 000 8 , 000 <br />TOTALS $67,500 $130,000 $192,000 $389,500 <br />will be put in <br />Mr. Luce said that total funding allowed under the Community Development Act <br />since the last hearing had been increased by $5,786. <br />Contingencies and could be transferred to other projects during the year. <br />response to a question of Councilman Courtney, Mr. Luce said that it is proposed <br />to construct housing for senior citizens on the three lots on the Southwest corner <br />of 51st and France Avenue and that private industry has indicated its interest in <br />constructing the apartment units. <br />signed by the Chief Executive Officer as follows: <br />These funds <br />In <br />Mr. Luce reviewed assurances that must be . <br />1. <br />2. u 3* <br />4. <br />-5. <br />6. <br />7. <br />8. <br />9. <br />No <br />That the City will comply with the Civil Rights Act; <br />That the City will conform with the Equal Housing Act; <br />That the City Attorney must certify that the City has the legal authority to <br />apply for the grant; <br />That the City has. provided for citizen input; <br />That the City will conform with the property acquisition policy; <br />That HUD will be allowed to audit; <br />That the City will not build in the flood plain. <br />That the City will write environmental assessments and comply with the National <br />Environnental Policy of 1969; <br />.That maximum priority will be given to activities which will benefit low and <br />moderate income families for aid and prevention of slums and blight. <br />further comments being heard, Councilman Courtney offered the following resolu- <br />tion and moved its adoption: <br />BE IT RESOLVED that the Edina City, Council does hereby authorize the submission of <br />the application for funds to finance the activities stated in the above project <br />summary for Title I of the Housing and Community Development Act of 1974 Block <br />Grant Program Project Determination, and does hereby authorize the City Manager <br />and the City Attorney to do whatever acts are necessary to complete and submit <br />the said.application. <br />Motion for adoption of the resolution was seconded by Councilwomaa Schmidt and on <br />rollcall there were four ayes and no nays, with Mayor Van Valkenburg reiterating <br />his concern because he fears federal intervention, and the resolution was adopted. <br />OPEN SPACE REPORTS CONTINUED. <br />Shaw's motion was seconded by Councilman Courtney and carried, continuing the <br />Open Space Reports until they are ready in April or May. <br />RESOLUTION <br />As recommended by Mayor Van Valkenburg, Councilman <br />MINNESOTA DEPARTMENT OF HIGHWAYS MERIT AWARD PRESENTED TO CITY ENGINEER. <br />attention was called to a Merit Award for outstanding performance made by the <br />Minnesota Department of Highways to Mr. Dunn in recognition of the high quality <br />of construction performed on West 70th Street between the MN&S Railroad and <br />Rabun Drive, which has been rated the best project of its type (bituminous pav- <br />ing) completed in Minnesota during 1974. <br />really have been made to the entire Engineering Department. <br />motion was then seconded by Councilman Shaw and carried, commending Nr.
