MINUTES <br /> OF THE WORK SESSION OF THE <br /> EDINA CITY COUNCIL HELD AT CITY HALL <br /> AUGUST 21,2007 <br /> 5:00 P.M. <br /> Mayor Hovland called the meeting to order at 5:00 P.M. in the Community Room of Edina City <br /> Hall. Answering rollcall were: Members Bennett, Housh, Masica, Swenson and Mayor <br /> Hovland. Staff present included: Gordon Hughes, City Manager; Heather Worthington, <br /> Assistant City Manager, Cary Teague, Planning Director; Wayne Houle, City Engineer, Mike <br /> Siitari, Police Chief; Jeff Long, Police Lieutenant; Marty Scheerer, Fire Chief; Steve Kirchman, <br /> Building Official; John Keprios, Park Director; Vince Cockriel, Park Superintendent; Steve <br /> Johnson, Public Works Coordinator; John Wallin, Finance Director, Eric Roggeman, Assistant <br /> Finance Director; Jennifer Bennerotte, Marketing & Communications Director; and Debra <br /> Mangen,City Clerk. <br /> Mayor Hovland said the purpose of the special work session was to review the 2008 Operating <br /> Budget. <br /> Manager Hughes noted the Council held a public hearing on the 2008 budget at their August 7, <br /> 2007, meeting. He said the next steps would be to adopt the maximum levy at the September 4, <br /> 2007, meeting, to hold the Truth in Taxation Hearing in December and to adopt the final levy in <br /> December. Mr. Hughes said that he believed the following issues needed Council direction: 1) <br /> Historical Society's request for assistance in funding; 2) Public Art Committee's request for <br /> assistance; 3) Human Rights and Relations Commission RPC issues; 4) Dial-A-Ridge Program <br /> adjustment made reflecting the reduction in funding from the Metropolitan Council; and 5) <br /> Reserve Balance. <br /> The Council conducted a review of the 2008 Draft Operating Budget asking staff for <br /> clarifications in some areas. They discussed the issues outlined by Mr. Hughes. Following their <br /> discussion, their consensus was to add $10,000 to the annual budget on an ongoing basis for the <br /> Edina Historical Society, to leave the RPC monies of the Human Services budget in place, to <br /> direct staff to continue discussions attempting a re-instatement of Metropolitan Council <br /> funding, and to plan future discussion to determine the best course for the Public Arts <br /> Committee's request and regarding the reserve balance. <br /> Mayor Hovland declared the meeting adjourned at 6:50 p.m. <br /> Respectfully submitted, <br /> Debra Ma en, City Clerk <br />
