MINUTES <br /> OF THE JOINT WORK SESSION OF THE <br /> EDINA CITY COUNCIL <br /> HELD AT CITY HALL <br /> NOVEMBER 20,2007 <br /> 5:00 P.M. <br /> Mayor Hovland called the meeting to order at 5:10 p.m. in the Community Room of City Hall. <br /> Answering rollcall were: Members Bennett, Housh, Masica, Swenson and Mayor Hovland. <br /> Staff present included: Gordon Hughes, City Manager; Wayne Houle, City Engineer/Director <br /> of Public Works; Ceil Smith, Assistant to the City Manager; Jennifer Bennerotte, <br /> Communications & Marketing Director; Marty Scheerer, Fire Chief; Mike Siitari, Police Chief; <br /> John Keprios, Park Director; Tom Shirley, Centennial Lakes Manager; Ann Kattreh, <br /> Edinborough Park Manager; Susie Miller Edinborough Assistant Manager; Larry Thayer; <br /> Braemar Arena Manager; John Valliere, Braemar Golf Course Manager; Diana Hedges, Edina <br /> Art Center Manager;and Debra Mangen, City Clerk. <br /> Mayor Hovland said the purpose of the special work session was to preliminarily review the <br /> 2008-2012 Capital Improvement Program (CIP). <br /> Manager Hughes noted the Capital Improvement Program was really a one year budget <br /> and a four year plan. He said the proposed 2008-2012 CIP followed the 2008 budget very <br /> closely. Staff and Council reviewed the proposed 2008-2012 Capital Improvement Program <br /> projects department by department. The review included: <br /> • Aquatic Center Update projected for 2011 <br /> • Street Reconstruction Projects funded by MSA funds <br /> • Staging of street reconstruction projects allowing neighborhood access <br /> • Timing of the refurbishing of the Braemar Ice Arena <br /> • Art Center Building Expansion proposal <br /> • Edinborough Updates <br /> • Golf Course - timing of renovations <br /> • Utility System Updates - rate study <br /> It was noted that a utility rate increase would be necessary to fund the utility portion of <br /> the CIP. It was also noted that the results of the utility rate study were not yet in hand. <br /> Staff will bring back the 2008-2012 CIP for Council consideration at either the last meeting <br /> in December or first meeting in January. <br /> Mayor Hovland declared the meeting adjourned at approximately 6:30 p.m. <br /> Respectfully submitted, <br /> r�0 �� <br /> Debra Mangen, Clerk <br />
