MINUTES <br /> OF THE STUDY SESSION OF THE <br /> EDINA CITY COUNCIL <br /> HELD AT CITY HALL <br /> APRIL 28, 2009 <br /> 11:30 A.M. <br /> Mayor Hovland called the meeting to order at 11:30 a.m. in the Community Room of City Hall. <br /> Answering rollcall were: Members Bennett, Brindle, Housh, Swenson and Mayor Hovland. <br /> Staff present included: Gordon Hughes, City Manager; Heather Worthington, Assistant City <br /> Manager; John Wallin, Finance Director; Eric Roggeman, Assistant Finance Director; and <br /> Debra Mangen, City Clerk. <br /> Mayor Hovland said the purpose of the work session was to review the City's Budget. <br /> Staff reported the December 31, 2008; year end showed the budget ended with a surplus of <br /> approximately $400,000. The Council discussed the disposition of the surplus and noted that <br /> the Council would take action when presented with the budget amendments later in the year, <br /> but per policy the surplus would be placed in the Construction Fund. The Enterprise funds <br /> were also reviewed. Edina Aquatic Center and Liquor Stores ended 2008 positively with most <br /> other enterprises ending on a downturn. <br /> Mr. Hughes reported factors that would impact the 2009 Operating Budget including: the <br /> State's un-allotment of the Market Value Homestead after cities' levies had been adopted; <br /> reduction in the number of building permits issued; increase in the number of properties with <br /> delinquent taxes; and lower energy costs. The staff and Council reviewed ways to reduce <br /> expenses and increase revenues in 2009. <br /> It was noted that the City would still be subject to levy limits for the 2010 budget that likely <br /> would be based upon the Implicit Price Inflator which was currently about .07%. Costs saving <br /> measures for the 2010 Operating Budget were discussed in order to comply with the <br /> anticipated levy limits. <br /> Mayor Hovland adjourned the meeting at 1:20 p.m. <br /> Respectfully submitted, <br /> Debra VangeW, City Clerk <br /> Minutes approved by Edina City Council, May 5, 2009. <br /> James C.
