MINUTES <br /> OF THE WORK SESSION OF THE <br /> EDINA CITY COUNCIL <br /> HELD AT CITY HALL <br /> SEPTEMBER 15, 2009 <br /> 5:35 P.M. <br /> Mayor Hovland called the meeting to order at 5:35 p.m. in the Community Room of City Hall. <br /> Answering rollcall were: Members Bennett, Brindle, Housh, Swenson and Mayor Hovland. Staff <br /> present included: Gordon Hughes, City Manager; Heather Worthington, Assistant City Manager; <br /> John Wallin, Finance Director; Eric Roggeman, Assistant Finance Director; Ceil Smith, Assistant to <br /> the City Manager; Jennifer Bennerotte, Communications and Marketing Director; and Debra <br /> Mangen, City Clerk. <br /> Mayor Hovland stated the purpose of the meeting was to continue the Council's review of the <br /> proposed 2010 Operating Budget. <br /> City Manager Hughes briefly outlined the proposed measures to reduce costs for the 2010 <br /> Operating Budget which included: <br /> • Wage freeze for full time employees in 2010 <br /> • $25.00 per month increase in full time benefits <br /> • Car allowances removed <br /> • Mandatory furlough days <br /> • Dial-A-Ride Removed - service level will be reduced as County takes over function <br /> • Drop Metro Cities membership - reducing expenses $11,000 <br /> • Reduce Human Services by $10,000 <br /> • Reduce Historical Society by $5,000 <br /> • Reduce Energy & Environment Commission by $25,000 <br /> • Police, one detection position will be left open <br /> • Fire Department removed $75,000 from OT budget, will reduce training, inspections <br /> and public education programs, rely more on volunteer paid-on-call fire fighters <br /> • Park & Recreation Department - full time open position will remain open, 4 part-time <br /> positions will be removed (weed, trees, greenhouse/flower & Courtney Fields), <br /> reduce $14,000 by closing Countryside & Strauchauer Parks skating rinks and <br /> closing all rinks by mid February, no filming of July 4th parade <br /> The Council and staff discussed the proposed 2010 budget.
