MINUTES <br /> OF THE REGULAR MEETING OF THE <br /> EDINA CITY COUNCIL <br /> HELD AT CITY HALL <br /> SEPTEMBER 15, 2009 <br /> 7:06 P.M. <br /> ROLLCALL Answering rollcall were Members Bennett, Brindle, Housh, Swenson and Mayor Hovland. <br /> CONSENT AGENDA ITEMS APPROVED Motion made by Member Brindle and seconded by <br /> Member Swenson approving the Council Consent Agenda as presented. <br /> Rollcall: <br /> Ayes: Bennett, Brindle, Housh, Swenson, Hovland <br /> Motion carried. <br /> *MINUTES APPROVED — REGULAR MEETING OF SEPTEMBER 1, 2009, AND WORK SESSION <br /> OF SEPTEMBER 1, 2009 Motion made by Member Brindle and seconded by Member Swenson <br /> approving the minutes of the Regular Meeting of September 1, 2009, and Work Session of <br /> September 1, 2009. <br /> Motion carried on rollcall vote—five ayes. <br /> *PUBLIC HEARING CONTINUED TO OCTOBER 6, 2009 Motion made by Member Brindle and <br /> seconded by Member Swenson continuing the public hearing for amendment to overall <br /> development plan and final site plan for Little Szechuan Restaurant, 4820 West 77th Street, to <br /> October 6, 2009. <br /> Motion carried on rollcall vote—five ayes. <br /> RESOLUTION NO. 2009-80 ADOPTED FINAL DEVELOPMENT PLAN AND APPEAL OF <br /> VARIANCES APPROVED Affidavits of Notice presented and ordered placed on file. <br /> Planning Director Presentation <br /> Planning Director Teague presented the request of the proponent to build a five-story, 35,000 square- <br /> foot office building with three stories of parking below two stories of office on the vacant site at 8050 <br /> West 78th Street. Mr. Teague advised the Planning Commission and Zoning Board of Appeals <br /> unanimously recommended approval of the final development plan and variances based on seven <br /> findings, and subject to ten conditions and Nine Mile Creek Watershed District approval. <br /> The Council discussed pedestrian and traffic circulation and asked questions of Mr. Teague and <br /> Transportation Commission Liaison/Assistant City Engineer Sullivan. <br /> Proponent Presentation <br /> Dean Dovolis, DJR Architects, addressed traffic turning movements and described the frontage road <br /> redesign that would provide stacking, bus stops, and full movement. Mr. Dovolis then presented the <br /> site plan for the Hellmuth & Johnson headquarters, displayed an exterior building materials board, and <br /> confirmed the materials as shown would be used. The Council asked questions of Mr. Dovolis and <br /> Chris Starwood of Westwood Services. <br /> Mayor Hovland opened the public hearing at 7:28 p.m. <br /> Public Testimon <br /> v <br /> No one appeared to comment. <br /> Member Swenson made a motion, seconded by Member Housh, to close the public hearing. <br /> Ayes: Bennett, Brindle, Housh, Swenson, Hovland <br /> Motion carried. <br /> Page 1 <br />
