7/8/57 <br />MINUTES OF THE REGULAR MEETING OF THE <br />EDINA VILLAGE COUNCIL, HELD MONDAY, <br />JULY 8, 1957, AT 7:30 P.M., AT THE <br />EDINA VILLAGE HALL <br />Members answering Rollcall were Bank, Dickson, Fronk, Tupa and Bredesen. <br />Minutes of Meetings of June 5 and 24, and July 1, 1957, were approved as <br />submitted, by motion Bank, seconded by Dickson and carried. <br />PUBLIC HEARINGS ON PROPOSED IMPROVEMENTS, Clerk presented Affidavit of Publi- <br />cation in Edina-Morningside Courier June 27 and July 4, 1957, of "Notice of <br />Public Hearings-Proposed Bituminous Surface Treatment and Curb 8 Gutter", which <br />affidavit was approved as to form and ordered placed on file. Pursuant to said <br />Notice, the following Public Hearings were conducted and action taken: <br />1. PUBLIC HEARING ON PROPOSED BITUMINOUS SURFACE TREATMENT OF WINDSOR AVENUE <br />' FROM HANSEN ROAD TO RAILROAD TRACKS.- AND <br />I <br />2. PUBLIC HEARING ON PROPOSED CONSTRUCTION OF CONCRETE CURB AND GUTTER IN- <br />WINDSOR AVENUE FROM HANSEN ROAD TO E. LOT LINES OF LOT 8, BLOCK 6, AND LOT 9, <br />BLOCK 7, WESTCHESTER KNOLLS ADDITION. <br />Manager Hyde read the Engineer's Estimates of $3.17 per Assessable Foot for the <br />Blacktopping; $3.06 for the Curb and Gutter. Messrs. Hyde and Zikan explained <br />that the Curb and Gutter down the slope is a necessity for the drainage; and the <br />owners of the two lots to be assessed for curb and gutter protested paying the <br />full cost, claiming that part of this cost should be assessed azs an integral <br />part of the blacktopping project inasmuch as the curb and gutter will abut the <br />only entrance to the street and is consequently of benefit to all owners on the <br />street. Mr. V. H. Mathieu objected to such an arrangement, claiming that curb <br />and gutter will soon go in on the balance of the street, and, if such plans are <br />made, the two corner lots should be assessed for this construction. Some <br />discussion was had as to a change in the present grade, taking some of the water <br />to the railroad tracks. <br />that.this would mean a change in plans. <br />that inasmuch as the Village Engineer has reported that the curb and gutter is <br />necessary for good blacktop construction all abutting properties benefit by <br />the curb and gutter, moved for the scheduling of a new public hearing on <br />Blacktopping, Curb and Gutter, with the understanding that the extent of the <br />curb and gutter will not change but that all properties along Windsor Avenue <br />between Hansen Road and the Railroad Tracks will be assessed therefor, said <br />hearing to be hePd Monday, July 22, at 7:30 P.M. <br />unanimously carried. <br />Mr. Zikan reported he believes this can be done but <br />Trustee Bank, explaining that he feels <br />i <br />Motion seconded by Tupa and I <br />AWARD OF WINDSOR AVENUE CURB & GUTTER BID DELAYED. <br />pursuant to "Advertisement for Bids-Curb and Gutter Improvement," publishl?d in <br />Edina-Morningside Courier and Construction Bulletin June 27 and July 4, 1957, <br />for Construction of Concrete Curb and Gutter in Windsor Avenue from Hansen Road <br />to E. Lot Lines of Lot 8, Block 6 and Lot 9, Block 7, Westchester Knolls Addn., <br />bids had been taken this morning; that only one bid had been received--that of <br />Victor Carlson & Sons, Inc., at $1,564.50. Tupa moved that award of contract <br />be delayed pending the outcome of the July 22nd Public Hearing on the proposed <br />improvement. <br />Manager Hyde reported that, <br />PUBLIC HEARING ON PETITION FOR PERMIT TO CONSTRUCT MULTIPLE DWELLINGS ON LOTS <br />3, 4, 5,. 6, 9, 10, 11 AND 12, BLOCK 4, TINGDALE BROS. BROOKSIDE (5109,5113,5117 <br />and 5121 1.49th St. and 5120,5116,5112 and 5108 Highway No. 169.) Clerk presented <br />Affidavits of Publication (June 27 and July 4, 1957 in Edina-Morningside courier), <br />Posting (June 24, on three official bulletin boards) and Mailing (to owners of <br />property within 500 feet of proposed construction) June 24, of "Notice of Public <br />Hearing on Petition for Permit to Construct Multiple Dwellings". <br />were approved as to form and ordered placed on file. <br />presented a sketch showing the placement of the buildings on this plat, stating <br />he wishes to construct two four-family dwellings, and garages. A delegation of <br />some fifteen neighbors was present to discuss the project, and seemed to be <br />in accord with the plan, except that they requested that garages be constructed <br />parallel with Highway No. 169--to wh'ieh2mequest Mr, Jarnberg was agreeable. <br />Fronk moved that petition for permit to construct two multiple dwellings be <br />granted, with the understanding that garages will be moved as requested, was <br />seconded by Dickson and carried. <br />Affidavits <br />Mr. C.
