9/23/57 <br />MINUTES OF THE R€GULAR MEETING OF THE EDINA <br />VILLAGE COUNCIL, HELD MONDAY, SEPTEMBER 23, <br />1957, AT 7~30 P.M., AT THE EDINA VILLAGE HALL. <br />Members answering Rollcall were Bank, Dickson, Fronk, Tupa and Bredesen. <br />Minutes of the Regular Meeting of September 9, 1957 were approved as submitted, <br />by Motion Fronk, seconded by Tupa and carried. <br />PUBLIC HEARTNG ON PROPOSED SANITARY SEWER IN WARREN AVENUE BETWEEN W.63RD AND <br />W.66TH STREETS. <br />12 and 19, 1957 of "Notice of Public Hearing" was submitted by Clerk, approved <br />as to form and ordered placed on file. Manager Hyde reviewed for the Council <br />the fact that this proposed improvement had been considered earlier, together <br />with the sewer improvement for Brookview Heights but had been abandoned at <br />that time in accordance with a request by those property owners present at <br />that Hearing; that this Hearing has been called pursuant to a supplemental <br />petition for the improvement; that the matter of construction is complicated <br />by the fact that the residents in this entire area are impatiently awaiting <br />the installation of gas main across either 63rd or 64th Street from Highway <br />No. 100. Mr. Hyde read a letter dated September 20, from Mr. Kenneth Person <br />of Minneapolis Gas Company, stating that it will be necessary to have the <br />proposed installation of sewer completed before October 28 if the area is <br />to have gas this year. Mr. Hyde reported to the audience that, based on bids <br />taken this morning, the Estimated Cost will be $6.39 per front foot, plus the <br />394 per front foot Trunk Sewer assessment, for a total of $6.78. <br />that our original specifications call for a November 15th completion date, <br />but that this morning's low bidder has stated that the project can be completed <br />by October 28 if this is required. <br />statement at the Hearing. <br />expressed themselves as in favor of the project. <br />what assurance the Village has that the contractor will actually complete <br />the work on schedule. Newell, 6434 Warren, inquired concerning <br />blacktop replacement--if it has been included, and when it will be done. <br />was assured that an item of blacktop replacement has been included inthe <br />estimate, and was told that the street could probablv be re-blacktopped early <br />in the summer but that it would certainly have to settle all winter. <br />were no objections from the floor, and no written Objections had been received <br />prior to the Hearing. Jacobs asked <br />He <br />There <br />RESOLUTION ORDERING WROVEMENT <br />SANITARY SEWER IMPROVEMENT N0.136 <br />BE IT RESOLVED by the Council of the Village of Edina, Minnesota, that <br />this Council heretofore caused notice of hearing to be duly published on the <br />proposed improvement of Warren Avenue between W.63rd and W.66th Streets by <br />construction of Sanitary Lateral Sewer therein; and at the hearing held at the <br />time and place specified in said notice the Council has duly considered' the <br />views of all persons interested, and being fully advised of the pertinent facts <br />does hereby determine to proceed with the construction of said improvement; that <br />said improvement is hereby designated and shall be referred to in all subsequent <br />proceedings as SANITARY SEWER IMPROVEMENT NO. 136; and the area to be specially <br />assessed therefor shall include all lots and tracts of land abutting the street <br />proposed to be improved. <br />Motion for adoption of Resolution was seconded by Dickson; and on Rollcall there <br />Tupa, aye; and Bredesen, aye; and the <br />AWARD OF CONTRACT-SANITARY SEWER IMPROVEMENT NO. 136. <br />received this morning--Swanson Excavating Company, Hopkins, being low bidder, with <br />$20,635.25; Northern Contracting Co., second low, with $22,220.25; and Phelps- <br />Drake Co., high bidder, with $27,748.45. <br />contract to the low bidder, and Fronk so moved. <br />carried. <br />Manager Hyde reviewed bids <br />Manager Hyde recommended award of <br />Motion seconded by Tupa and
