Vi %8 <br />MINUTES OF THE REGULAR MEETING OF THE EDINA <br />VILLAGE COUNCIL, HELD MONDAY, FEBRUARY 10, <br />1958 AT 7:30 P.M., AT THE EDINA VILLAGE HALL <br />Members answering Rollcall were Bank, Dickson, Kohler, Tupa and Bredesen. <br />PRELIMINARY PLANS FOR TRUNK HIGHWAY NO. 100 - CROSSTOWN INTERSECTION APPROVED. <br />Minnesota Highway Department District Engineer, Mr. E. J. McCubrey, was present <br />to report to the Council aftd an audience the treatment accorded the proposed <br />Trunk Highway No. 100 - Crosstown Intersection in the Highway Department's "Layout <br />8 -C, S.P.2733 -08 (100- 130) "; the new plan being for the Cloverleaf rather than <br />the Directional Flow Intersection. In showing this new plan, Mr. McCubrey told <br />the Council that he was present to request formal approval by the Council of <br />this design; that it is not the intent of the plan to show the exact amount of <br />right -of -way required, although the plan does show the approximate land required <br />for the intersection; that the Cloverleaf will require somewhat less land than <br />the formerly proposed Directional Flow and that less houses will be taken. <br />Pastor Carlson of Normandale Lutheran Church inquired as to what provisions <br />have been made for infra- community travel, and was told that, in plans for <br />Highway No. 100 consideration is.being given to crossings at W.57th and W.66th <br />Streets. Messrs. Hosmer Brown and E.C. Stow suggested that the Highway Depart- <br />ment, incgiving the Crosstown Intersection preference over long- delayed plans <br />for Highway No. 100, has delayed development of Mr. Stow's "Lake Edina Addition ". <br />They asked that the Council defer approval of the proposed intersection until <br />C.0 such time as complete plans for Highway No. 100 are presented. Mr. McCubrey <br />to replied that the latest plans for Highway No. 1002 drawn by Orr Engineering <br />Company, have been found by the Highway Department to have been unsatisfactory <br />in many instances and will have to be redone; that the Highway Department is <br />attempting to process construction on the Cloverleaf so that it will be ready to <br />meet the crosstown; that the Department cannot go ahead with its work until the <br />preliminary plans are approved. Asked about treatment of Valley View Road, Mr. <br />McCubrey replied that it will dead -end East but that, to the best of his <br />knowledge, it will not dead -end West. Asked concerning possible depreciation <br />of property in the vicinity of the proposed Cloverleaf, Mr. McCubrey replied <br />that national surveys have shown that property adjacent to freeways and their <br />interchanges appreciates in value; that it is his feeling that there should be <br />no homes within 75 feet of the traveled roadways. Mr. McCubrey was asked if <br />the formerly proposed "Directional Flow" plan is dead. He replied that it is, <br />for the reason that the community does not want it. In response to a question <br />as to whether this present plan finds favor with the Highway Department he <br />stated that he believes the Directional Flow to be the better of the two plans <br />for the movement of traffic. Some further discussion was given to the matter of• <br />intra - community travel and a recommendation for pedestrian crossings. Trustee <br />Bank, stating he believes the Council is cooperating with Mr. Stow in expediting <br />work on the intersection and thus making possible further plans for the balance <br />of Highway No. 100, offered the following Resolution and moved its adoption: <br />RESOLUTION APPROVING PRELIMINARY PLANS <br />FOR TRUNK HIGHWAY NO. 100- CROSSTOWN <br />INTERSECTION <br />WHEREAS, THE Commissioner of Highways has prepared preliminary plans <br />for the improvement of a part of Trunk Highway Number 130 renumbered as Trunk <br />Highway Number 100 within the corporate limits of the Village of Edina from <br />62nd Street connection to Trunk Highway No. 100; and - <br />WHEREAS, said preliminary plans are on file in the office of the <br />Department of Highways, Saint Paul, Minnesota, being marked, labeled and <br />identified as Layout 8 -C9 S.P. 2733 -08 (100 -130); and <br />WHEREAS, copies of said preliminary plans as so marked, labeled and <br />identified are also on file in the office of the Village Clerk; and <br />WHEREAS, the term "said preliminary plans" as hereinafter used in <br />the body of this resolution shall be deemed and intended to mean, refer to, and <br />incorporate the preliminary plans as in the foregoing recitals particularly <br />identified and described: <br />NOW, THEN, BE IT RESOLVED that said preliminary plans for the improve- <br />ment of Trunk Highway Number 130 reunumbered Trunk Highway Number 100 within the <br />limits of the Village of Edina be and hereby are approved, subject to provision <br />by the Department of Highways for grade separation crossings for said Trunk <br />Highway Number 100 at W.57th Street and W.66th Street, further consideration of <br />proposed treatment of Valley View Road, and provision by the Department of <br />Highways for such pedestrian crossings for said Trunk Highway Number 100 as may <br />be required by this Council. <br />Motion for adoption of the Resolution was seconded by Trustee Dickson, and on <br />Rollcall there were five ayes and no nays, a'Tollows: Bank, aye; Dickson, aye; <br />Kohler, aye; Tupa, aye; and Bredesen, aye; And the Resolu on was adopted. <br />ATT T: 0 <br />� _6 Mayor <br />Village Clerk <br />
