in rb '3 .3 3" 9/21/59 <br />MINUTES OF THE ADJOURNED PORTION OF THE SEPTEA4BER 14, 1959 REGULAR MEETING OF THE EDINA VILLAGE COUNCIL, HELD <br />1 <br />A(OpJDAY, SEPTEMBER 21, 1959, AT 7:oo p-k AT VILLAGE HfiJ+L* *2* < <br />!,?embers answering Rollcall were Beim, Dickson, Kohler, TuPa and Bred@sen* <br />PETITIONS FOR REZONING TO REGIONAL SHOPPING DISTRICT (PART ,OF CASSIN'S OUTLOTS) <br />LAID OVER TO NEXT IvIIEETING~ <br />Realty Company and discussed at the meeting of September 14, were further discussed <br />at an informal joint session of Council and Planning Commission; and, by common <br />consent of Council, matter was laid over to the meeting of September 28. <br />PUBLIC HEARINGS ON PROPOSED ASSESSMENTS. <br />.of Notices of Hearings, in Edina-!forningsi.de Courier September 3 and 10, 1959, <br />reporting that notices had also been mailed to owners of affected properties. <br />Affidavits were approved as to form and ordered placed on file; and, pursuant to <br />said Notices the following public hearings were conducted and action was taken as <br />hereinafter recorded: <br />SANITARY SEWER IMPROVEI\IIE"T NO. 146 - In Richwood Drive; Edenmoor Street <br />from Richwood Drive to Sherwood Road; and Sherwood Road from Eden Ave. to Richwood <br />Dr. <br />proposed to be assessed against 45 Lots, for $829,90 per Lot, <br />objections registered at the Hearing, and no written objections had been received <br />prior thereto. <br />property owners will accept this proposed assessment. Dickson's motion approving <br />assessment was seconded by Kohler and unanimously carried. (See Resolution of <br />later in meeting, Adopting and Confirming Assessment) . <br />Drive to 400 feet East. Tabulation of Assessment was read at Total Assessable Cost <br />of $4,438.08, proposed to be assessed against six lots, for $739.18 per Lot, as . <br />compared with the Improvement Hearing Estimate of $690.80 per Lot. Mre Posthumous, <br />5405 Interlachen Blvd,, questioned the difference between Estimate .and Assessment; <br />was informed by Engineer Zikan that the bid is on a "unit cost" basis and not on <br />a "job" basis-that if additional excavation is found to be needed, the total cost <br />is more than total bid. No other objections were registered at the Hearing, and <br />no written objections had been registered prior thereto, <br />assessment was seconded by Dickson and unanimously carried (See Resolution of later <br />in meeting, Adopting and Confirming Assessment). <br />to Oxford Ave.; Oxford Ave. from Division St. to 200 Ft, s. of W.5lst St.; Inter- <br />lachen Blvd. from Bedford Ave, to 125 Ft. 1~. of Oxford Ave. - Tabulation of Assess- <br />ment \vas read at Total Assessable Cost of $44,161.86, proposed to be assessed against <br />the 17 lots North of East-yiest Hollywood Road at $716.08 per Lot, and against the 40 <br />Lots South thereof at $1,074.00 per Lot9 as compared with $800 and $1,200 per Lot, <br />respectively as set forth in Improvement Hearing. <br />and two other gentlemen from the "South" area, protested the difference in assess- <br />ments between the two areas, on the grounds that both areas are receiving the same <br />service. Minutes of the Hearings on the Improvement were reviewed, and it was <br />pointed out that, should the Council have excluded the tlNorthtf area from the <br />improvement, as requested by those residents, the "South" area's cost would have <br />been some $1,500 per lot. Some considerable discussion was had on this proposed <br />assessment, and Beim's motion approving it as proposed was seconded by ICohler and <br />unanimously carried. (See Resolution of later in meeting, Adopting and Confirming <br />Assessment). <br />4. <br />No. 169 to Summit Ave, and in Interlachen Blvd. from William Ave. to 454 Ft. East. <br />Tabulation or' Assessment was read at Total Assessable Cost of $6,189.02, proposed <br />to be assessed against 14 Lots, for $441.72 per Lot. <br />registered at the Hearing, and no written objections had been received prior <br />thereto. <br />and unanimously carried, (See Resolution of later in meeting, Adopting and <br />Confirming Assessment) . <br />Highway No. 169-212 to William Ave., and Lateral Connections thereto. Tabulation of <br />Assessment was read for the Trunk Main at a Total Assessable Cost of $11,835.67, <br />proposed to be assessed against 39 Lots, for $302.53 per Lot as compared with $281.32 <br />Estimate given at Improvement Hearing; and for Lateral Connections, Tabulation of <br />Assessment was read at Total Assessable Cost of $9,829.36, proposed to be assessed <br />against 16 Lots, for $613,96 per Lot, as compared with $787.70 Improvement Hearing <br />Estimate. Ha objections were registered at the Heaxing, and none had been received <br />prior thereto, and Beim moved for approval of assessment as proposed. <br />seconded by Tupa 'and unanimously carried, <br />STREET IMPROVERil&T NO. E-3 - Widening of South Side of N.50th Street from <br />France Ave. to approx. 225 Ft. West of Centerline of Trance Ave. <br />Assessment was read at Total Assessable Cost of $3,817.25, proposed to be assessed <br />against 1,225 Front Feet €or $3.11 per Front Foot as compared with $3.64 Improvement <br />Hearing Estimate. <br />moved, approving assessment as levied.
