7/25/60 138 '. sfi, <br />-.i g, <br />MINUTES OF THE REGULAR MEETING OF THE EDINA * <br />VILLAGE COUNCIL, HELD MONDAY, JULY 25, 1960 <br />AT 7 :OO P.M., AT EDINA VILLAGE HALL <br />1. <br />Members answering Rollcall were Beim, Dickson, Tupa, VanValkenburg and Bredesen. <br />MINUTES of Regular Meetings of June 27 and July 11, 1960 were approved as submitted, <br />by Motion Tupa, seconded by Dickson and carried. <br />PUBLIC HEARINGS ON PROPOSED IMPROVEMENTS. Clerk presented Affidavits of Publication <br />in EdinaLMorningside Courier July 14 and 21, 1960'of faurzseparate "Notices of <br />Public Hearing-Storm Sewer" and of %Notice . of Public Hearing-Sanitary Sewer'', and <br />infonned'Counci1 that notices had been mailed' to property owners for each of the <br />proposed improvements. <br />file; and, 'pursuant thereto, Council conducted the following public hearings and <br />acted as hereinafter recorded; <br />Manager Hyde explained to audience that this Storm Sewer had previously been <br />studied by Village Consultants, Adolph Meyer and Associates; together with the <br />over-all storm sewer plan for'Edina; that because of County plans for construction <br />of the Crosstown Highway almost immediately the, proposal is now being presented <br />to property owners in the drainage area to be benefited. The sewer is proposed <br />to be laid as follows: "Beginning at the pond approximately 20 feet West of the <br />centerline of Valley View' Road and approximately 250 feet South of the centerline <br />of the Crosstown Highway; thence Northeasterly along the Crosstown Highway to a <br />point approximately 150 feet West of the centerline of Xerxes Avenue." <br />Estimated Total Cost'of the project is $184,838.45, of which Edina's share will <br />be approximately $86',000., the County bearing the balan'ce of cost as the cost of <br />drainkng the Crosstown; that Edina's share ofthe cost is proposed to be <br />assessed as follows, to all properties within'the drainage area: <br />Affidavits were approved as to form aild ordered placed on I <br />1. Ft. <br />the areas zoned for multiple family use and for hospital and' medical building use <br />proposed to be assessed one-sixth and one-third more, respectively, than' residential <br />areas because of extensive hard surfacing of parking areas in such districts. Mr. <br />Hyde told Council that additional laterals will need to be installed in the now <br />undeveloped multiple residence and hospital districts as those areas are built <br />up, and that these districts will be assessed for such l'aterals at that time. <br />No objections were 'registered at the Hearing, and none had been received prior <br />to that time."< Mr. Hyde reported petition for 'inclusion in the drainage districr <br />of the office building area in Southdale, sou'th of the Crosstown and North of <br />65th Street; was advised by Village Attorney that new Public Hearing must be <br />conducted 'if this area is to be included. <br />and moved its adoption: <br />I <br />Dickson offered the following Resolution <br />RESOLUTION ORDERING IMPROVEMENT <br />STORM SEWER IMPROVEMENT NO. 55 <br />BE IT RESOLVED by the Council of the Village of Edina, Minnesota, that this <br />Council heretofore caused Notice of Hearing to be duly published-and mailed on <br />the following proposed improvement : <br />E5AT.N NO. 3) IN THE FOLLOWING: <br />Valley View Road and approximately 250 feet South of the Centerline of the <br />Crosstown Highway; thence Northeasterly along the Crosstown Highway to a <br />point approximately 150 feet West of the centerline of Xerxes Avenue" <br />and at the hearing held at the time and place specified in said notice the <br />Council has duly considered the views of all persons interested, and being <br />fully advised of the pertinent facts does hereby determine to proceed with <br />the construction of said improvement; that said improvement is hereby <br />designated and shall be referred to in all subsequent proceeding? $sEl$$lJ?Js cos; <br />SENER IMPROVEMENT NO. 55; and the area to be specially assessed/t&ere or <br />shall be as follows: <br />All lots and tracts of land within the following described boundaries: <br />"Beginning at the intersection of the east right-of -way line of Valley (NOTE : <br />View Road with the south right-of-way line of the Crosstown Highway in Sec.
