<br />PUBLIC HEARINGS ON PROPOSED IMPROVEMENTS IN EDEN AND ARCADIA AVENUES. Clerk presented
<br />Affidavit of Publication in Edina-Morningside Courier July 13 and 20, 1961, and
<br />Affidavit of Mailing July 14, 1961 , of "Notice of Public Hearings on Grading,
<br />Permanent Street Surfacing, Bituminous Curb, Concrete Curb and Gutter, Concrete
<br />Sidewalk, Storm Sewer, Lift Station, Force Main, Earth Dams, Sanitary Sewer,
<br />Watermain'Service Connections", which Affidavits were approved as to form and
<br />ordered placed on file. Pursuant to said Notice, the following Public Hearings .
<br />were conducted, and action was taken as hereinafter recorded:
<br />PUBLIC HEARINGS FOR EDEN AVENUE AREA IMPROVEMENTS - Manager Hyde ekplained
<br />that the following four improvements have been initiated on the Council's own
<br />motion because of the urgent necessity of surfacing Eden Avenue between Highway
<br />100 and Highway 169--that this street is in bad condition and is receiving ever-
<br />increasing heavy traffic, by School Buses, Village Maintenance Equipment, the
<br />heavy equipment of the area industries, and general traffic using the street as
<br />a cut-off between the two highways; that this improvement has been long delayed,
<br />pending State Highway Department plans for the two major highways, and sufficient
<br />information has now been received from the State to indicate that improvement of
<br />Eden Avenue may now proceed; that because of the heavy traffic carried, here, it
<br />has been recornended that Portland Cement Concrete be used to surface the street,
<br />and that underground improvements must go in before the street is surfaced.

<br />Mr. Hyde reported that the above estimates had been made before bids were taken;
<br />that bids on the project wdre good, and that cost of the sewer will be lower than
<br />originally estimated. Mr. Long, 5236yEdenmoor St,, objected that the improvement
<br />of Eden Avenue is not necessary.

<br />BE IT RESOLVED by the Council of the Village of Edina, Minnesota, that this
<br />Council heretofore caused notice of hearing to be duly published on the following
<br />proposed improvement:
