'b MINUTES OF THE REGULAR MEETING OF THE <br />EDINA VILLAGE COUNCIL HELD AT VILLAGE HALL ON <br />MONDAY, FEBRUARY 19, 1968 <br />Members answering rollcall were Trustees Courtney, Johnson, Shaw, and VanValkenburg, <br />who served as Mayor Pro Tem in the absence of Mayor Bredesen. <br />MINUTES of the meeting of February 4, 1968, were approved as corrected by motion of <br />Councilman Johnson, seconded by Councilman Courtney and carried. Additions were (1) <br />that the 36 foot width on Street Improvement BA-125 was approved in the interest of <br />traffic safety, based on the aQticipated traffic volume an Valley View Road; and (2) <br />that the resolution declaring Tax Forfeited Lands "Non-Conservation and for Sale" <br />should have been seconded by Councilman Courtney. <br />ALLEY SURFACE A-168 APPROVED. Mr. Hyde recalled that the alley surfacing between <br />Bedford and William Avenues and between,W..51st Street and Interlachen Blvd. had been <br />continued in order to investggate the possibility of obtaining a drainage easement <br />between Lots 22 and 23 for installation.of storm water pipe between the alley and <br />Bedford Avenue. Mr. Hite advised that this easement had been received and presented <br />the revised cost of the project at $5,535.99, proposed to be assessed either against <br />21 lots at $263.62 per assessable lot or against 1,113.77 feet at $4.97 per assess- <br />able foot. Mr. Hite pointed out that the alley as now proposed will have access to <br />William Avenue and not to Bedford Avenue. <br />son, Mr. Hite replied that the objections which had been expressed previously had <br />been based primarily on the high rate of the original assessment estimate. <br />yised that he feels that the project as now contemplated would be more satisfactory <br />An unidentified <br />gentleman in the audience advised that he b70Uld have no objection to the project as <br />amended, whereupon Councilman Johnson offered the following resolution and moved its <br />adop t ion : <br />RESOLUTION ORDERING IMPROVEMENT A-168 <br />BE IT RESOLVED by the Council of the Village of Edina, Minnesota, that this Council <br />hereintofore caused notice of hearing to be duly published and mailed to owners of <br />each parcel within the area propos.ed to be assessed on the following proposed im- <br />provement: <br />CONSTRUCTION OF PERMANENT ALLEY SURFACING between Bedford Avenue -and William Avenue <br />and between West 51st Street and Interlachen Blvd., and at the hearing held at the <br />time and place specified in said notice, the Council has duly considered the views <br />-of all persons interested-, and being fully advised of the pertinent facts does hereby <br />determine to proceed with the construction of said improvement as described in the pub- <br />lished notice except that the leg of the alley running between Bedford Avenue and <br />the main north-south alley shall be eliminated, including all proceedings which may <br />be nece,ssary in-eminent domain for the acquisition of necessary easements and rights <br />for construction and maintenance of such improvement; that said improvement is hereby <br />designated and shall be referred to in all subsequent proceedings as IMPROVEMENT A-168; <br />and the area proposed to be especially assessed therefor.includes all lots and tracts <br />of land abutting the alley proposed to be improved. . <br />I <br />- I <br />In reply to a question of Councilman John- <br />He ad- u3 <br />pl 3 V GJ <br />- to the signers of the petition protesting the original improvement. <br />I <br />- <br />ATTEST : <br />ADOLPHSON & PETERSON OFFICE BUILDING ZONING APPROVED WEST OF T.H. 100 AND NORTH OF <br />EDEN AVENUE. <br />change for property West of T.H. 100, North of Eden Avenue and East of Arcadia, from <br />Residential District R-1 to Office Building District for Second Reading, first reading <br />for which was-held on February 5, 1968. No comments being heard, Councilman Johnson <br />offered Ordinance No. 261-157 for Second Reading and moved its adoption as follows: <br />Mr. €lite presented the request.of Adolphson & Peterson for a zoning <br />ORDINANCE NO. 261-157 <br />AN ORDINANCE AMENDING ORDINANCE NO. 261 <br />BY REZONING PROPERTY FROM R-1 DISTRICT <br />TO OFFICE BUILDING DISTRICT <br />THE VILLAGE COUNCIL OF THE VILUGE OF EDINA, MINNESOTA, ORDAINS: <br />Section 1. Paragraph 2, "Boundaries of Office Building District," Section 8, <br />"Office Building District" Ordinance No; 261 of revised ordinances of the Village of <br />Edina as amended, is hereby further amended by adding the following subparagraph: <br />Lots Four (4), Five (5), Six (6), Seven (7), and Eight (8), Block Gne (1) <br />Grandview Heights Addition and Tracts A, B and Cy Registered Land Survey <br />No. 7."
