MINUTES OF THE SPECIAL MEETING OF THE <br />EDINA VILLAGE COUNCIL HELD AT VILLAGE HALL ON <br />MONDAY, DECEMBER 29, 1969 <br />4:OO P.M. <br />Members answering rollcall were Councilmen Courtney, Johnson, Shaw and Mayor <br />Bredesen. <br />OATH OF OFFICE was administered by the Clerk to Mayor Arthur C. Bredesen, Jr., <br />whose new term of office runs to January 1, 1972. <br />KESLER-LILJA ADDITION GRANTED PRELIMINARY AND FINAL PLAT APPROVAL. <br />of Notice were presented by Clerk, approved as to form and ordered placed on <br />file. Mr. Hoisington presented Kesler-Lilja Addition for approval as recom- <br />mended by the Planning Commission, noting that developers had requested both <br />preliminary and final approval before the end of 1969. <br />heard, Councilman Shaw offered the following resolution and moved its <br />adopt ion : <br />Affidavits <br />No objections being <br />RESOLUTION <br />APPROVING PRELIMINARY AND FINAL PLAT OF KESLER-LIMA ADDITION <br />BE IT RESOLVED by the Edina Village Council that that certain plat entitled <br />"Kesler-Lilja Additionit, platted by Gale T. Kesler and Lillie N. Kesler, <br />husband and wife, and by TJallace 0. Lilja and Maren H. Lilja, husband and <br />wife, and presented at the Special Mee:ing of the Edina Village Council held <br />on December 29, 1969, be and is hereby granted preliminary and final approval. <br />Motion for adoption of the resolution was <br />on rollcall there were four ayes and no n <br />nded by Councilman Courtney and <br />the resolt&i.on was adopted. <br />ATTEST : <br />Mayor <br />Village Clerk <br />HAM RADIO TOWER ORDINANCE TO BE PREPARED; <br />ORDERED. Mr. Hyde recalled that at the Council Meeting of December 15, 1969, <br />the Village Attorney had been instructed to determine whether the Village <br />could legally ponk?bl:-the height of radio and television antennas. Mr. <br />Whitlock advised that our present zoning ordinance is not explicit, stating <br />only that a "structure" cannot exceed thirty feet in height, He said that there <br />is a possibility that a court would go along with the Village if such an amend- <br />ment was adopted, inasmuch as it is not clear whether radio and television <br />towers are "structures". <br />motion that notice be served on the owner of a ham radio tower at 5754 Wood- <br />dale that his tower is considered a violation of Village ordinances and that <br />a new ordinance be worked out by the Village Attorney which would cover future <br />cases, was seconded by Councilman Courtney and carried. <br />TOPICS AGREEMENT TO BE RETURNED WITH QUESTIONS. <br />is an agreement with Hennepin County whereby the County would perform for the <br />Village of Edina, along with St. Louis Park, Golden Valley, Minnetonka and <br />Hopkins, an inventory and traffic count of a portion of Edina's County street <br />system as part of a new aitd program which is being proposed. <br />ions will also be provided. <br />Capacity and Safety" agreement will be $1,781.00 if the Village decides to <br />participate. As recommended by <br />Mr, Hoisington, Councilman Shaw offered the following resolution and moved <br />its adoption: <br />RESOLUTION <br />WHEREAS, Gilman C. Johnson and Hulda Johnson, .husband and wife, are $he; <br />owners of certain parcels of land in the Village of Edina described as <br />follows : <br />Lot 6, Block 5, Edina Hihglands, according to the plat thereof on <br />file and of record in the office of the Register of Deeds in and for <br />Hennepin County, Minnesota; and
