MINUTES OF THE REGULAR <br />EDINA VILLAGE COUNCIL HELD <br />MEETIhY; OF THE <br />AT VILLAGE HALL ON <br />MONDAY + AUGUST 2, 1971 <br />Members answering- rollcall were Councilmen Johnson, Shaw and VanValkenburg <br />who served as Mayor Pro Tem until the arrival of Mayor Bredesen, <br />IIINUTES of July 12, 1971, were approved as submitted by motion of Councilman <br />Johnson, seconded by Councilman Shaw and carried. <br />POLICE SERGEANT LOWELL H0I;MAN RECOGNIZED. <br />Sergeant Lowell Holman with a certificate1 from'the International City Nanage- <br />ment Association in recognition of Sergeant Holman's satisfactory completion <br />of a Professional Training CourSe"in Municipal Administration. Mayor Pro Tem <br />VanValkenburg added his thanks to Sergeant'Holman, noting that this is an <br />example of Village personnel making'special efforts to $qrrove their service <br />to the Village. <br />throughout the remainder of the meeting. <br />PUBLIC HEARINGS CONDUCTED ON PROPOSED IMPROVEbIENTS, Affidavits of Notice were <br />presented by Clerk, approved as to form and ordered placed on file, Pursuant <br />to due notice given, public hearings were conducted and action taken as here- <br />inafter recorded. <br />Mayor Pro Tem VanValkenburg presented <br />I <br />Mayor Bredesen entered the meeting at this tiiue-And presided . <br />A. CONSTRUCTION OF NATERMAIN IMPROVEMENT IN THE FOUO'NING : (P-WM-277) <br />Vaterman Avenue from Eaterman Circle to 236 feet 2 Vest <br />Mr. Hyde advised Council that this improvement is being conducted as a result <br />of a petition requesting the improvement. He presented total estimated con- <br />struction cost at $8,536.56, proposed to be assessed against six assessable <br />lots at an estimated cost of $1,422.76 per connection, MY. Hyde recommended <br />that, because of an emergency of one well going dry, an existing contract be <br />extended so that the job'can be done quickly. <br />upon Councilman Johnson's motion authorizhg the improvement was seconded by <br />Councilman Shaw and carried. (See Resolution Ordering Improvement later in <br />Minutes .) <br />B. CONSTRUCTION OF CONCRETE CURB AND GUTTER IN THE FOLLOWING: <br />Chantrey Road from Ayrshire Blvd. to Northwood Drive <br />Mr. Hyde presented total estimated construction cost at $15,365.93, propased <br />ot be assessed against 2,264.46 assessable feet at an estimated cost of $6.79 <br />per foot or against 21 assessable lots at $731.71 per lot. <br />this improvement had been brought to hearing as a result of a petition dated <br />No oljjections were heard, where- <br />(P-B-81) <br />I He advised that <br />Jul '1. 1971 but b ause of the r s d cost bein hi her than anticipated,, 8r?g&.h?a%!o$&8~ Efianerkh e m ro xoag, em nE was E to8zntfiag e ei 11 e6 the g imDrovement should be <br />authorized, it could be added to an existing contract and khe work could <br />start within ten days. <br />Johnson moved that the project be abandoned inasmuch as the opposing petition <br />had been received. <br />Improvement WM-277 and moved its adoption: <br />BE IT RESOLVED by the Council of the Village of Edina, Minnesota, that this <br />eonncil heretofore caused notice of hearing to be duly published and mailed to <br />owners of each parcel within the area proposed to be assessed on the follow <br />proposed improvement : <br />No further comments were heard, whereupon Councilman <br />He then offered the following resolution ordering Watermain <br />REXOLUTION ORDERING WATERMAIN IMPROVEMENT WM-277 <br />CONSTRUCTION OF WATERMAIN AND APPURTENANCES IN THE FOLLOWING: <br />Waterman Avenue from Vaterman Circle to 236 feet & Vest <br />and at the hearing held at the time and place specified in said notice, the <br />Council has duly considered the views of all persons interested, and being <br />fully advised of the pertinent facts does hereby determine to proceed with the <br />construction of said improvement, including all proceedings which may be neces- <br />sary in eminent domain for the acquisition of necessary easements and rights <br />for construction and maintenance of such improvement; that said improvement <br />is hereby designated and shall be referred to in all subsequent proceedings <br />as VATERMAIN IMPROVEMENT NO. WM-277; and.the area proposed to be specially <br />assessed therefor shall include Lots 5, 6 and 7, Block 1, Hanson's 32d Addi- <br />tion and Parcel 600, See. 30, T, 117, R, 21. <br />Motion for adgppion of the resolution was seoonded by Councilman VanValken- <br />burg and on rollcall there were four ayes and no nays and the resolution was <br />adopted. <br />- <br />- <br />.ASSESSMENT HEARIKS CONDUCTED FOR NUMEROUS 'IMPROVEMENTS.
