NINUTES OF THE REGULAR NEETING OF THE <br />EDINA VILLAGE COUNCIL HELD AT VILLAGE HALL ON <br />MONDAY, APRIL 3, 1972 <br />Members answering rollcall were Councilmen Courtney, Johnson, Shaw and Van <br />Valkenburg who served as Mayor Pro Tem in the absence of Mayor Bredesen. <br />3ENUTES of March 6, 1972, were approved as submitted by motion of Councilman <br />Johnson, seconded by Councilman Courtney and carried. <br />ORDINANCE NO. 811425 ADOPTED ON SECOND READIHG. <br />No. 811-A25 for Second Reading as recommended by the Planning Commission. No . <br />comments being heard, Councilman Johnson offered the ordinance for Second <br />Reading and moved its adoption as follows: <br />Mr. Luce presented Ordinance <br />ORDINANCE NO. 811-A25 <br />AN ORDINANCE ANENDING THE ZONING ORDINANCE (NO. 811) <br />BY ADDIHG RESIDENCES FOR CHIIlIITABLE OR EDUCATIONAL <br />PURPOSES AS A PERMITTED USE IN THE R-2 DISTRICT <br />THE VILLAGE COUNCIL OF THE VILLAGE OF EDINA, MINNESOTA, ORDAINS: <br />Section 1. Subparagraph (a) of paragraph 2 of Sec. 4 (Multiple Resi- <br />dence District) of Ordinance No. 811 is hereby amended by adding thereto an <br />additional permitted principal use in District R-2, as follows: <br />Residences compatible in size and outward appearance with resi- "(2) <br />dences containing two dwelling units but owned by educational non- <br />profit organizations and used by such organizations for residential . <br />purposes in connection with their educational purposes, carried on in <br />conjunction with the Edina Public High Schools, and which organizations, <br />as of the date such ownership and use commences, shall have determined <br />by the District Director of Internal Revenue to be tax exempt under <br />Section 501 (c) (3). of the Internal Revenue Code of 1954, as amended." <br />Sec. 2. This ordinance shall be in full force and effect immediately <br />upon its passage and publication. <br />Motion for adoption of the ordinance was s <br />rollcall there were four ayes and no nays <br />AWARD OF BIDS CONTINUED TO APRIL 17, 1972. <br />man Shaw's motion was seconded by Councilman Courtney and carried, continuing <br />award of bids for two dump trucks- and for sand, bituminous.materia1 and rock <br />to the meeting of April 17, 1972. <br />As recommended by Mr. Hyde, Council- <br />EDINA FORUM 1IIEETING ON D.M.J.N. REPORT NOTED. Council's attention was called to <br />a letter from Mr. Jack Sell, Chairman of the Edina Forum, inviting Council to <br />attend a public presentation and discussion of the D.M.J.M. Study on April 5, <br />at 7:30 p.m. at Cornelia School. No action was taken. <br />COUNTRYSIDE ROAD SANITARY SEVER PETITION RECEIVED. <br />motion was seconded by Councilman Shaw and carried acknowledging receipt of a <br />petition for sanitary sewer in Countryside Road between Tracy Avenue and the <br />existing sewer, and referring the-matter to the Engineering Department for <br />processing. <br />Councilman Courtney' s <br />VOTER REGISTRATION OFFERED AT HENNEPIN COUNTY LIBRARY BRANCHES. <br />attention was called to an offer of the Hennepin County Library Board to make <br />librag-facilities available for voter registration. <br />is so close to the Edina Village-Hall, no action was taken on this offer. <br />Council's <br />Because the Edina Library <br />TRAFFIC SAFETY COMMITTEE MINUTES OF MARCH 22, 1972, APPROVED: <br />Traffic Safety Committee of Narch 22, 1972, were approved by motion of <br />Councilman Courtney, seconded by Councilman Johnson and carried. Council- <br />man Johnson then offered the following resolution and moved its adoption: <br />BE IT RESOLVED by the Edina Village Council that the Hennepin County Highway <br />Department include with other traffic studies in the general area the request <br />€or traffic signals at France Avenue at either Parklawn Avenue or at Gallagher <br />.Drive;; azd ' <br />BE IT FURTHER RESOLVED that the Edina Village Council request the Hennepin <br />County Highway Department to lower the speed limit on France Avenue between <br />IIinutes of the <br />RE SOLUTION
