i . <br />MINUTES OF SPECIAL BUDGET MEETING OF <br />EDINA CITY COUNCIL HELD AT CITY HALL ON <br />SEPTEMBER 24, 1975 <br />4:OO P.M. <br />Present were members Courtney, Richards, Schmidt, Shaw and Mayor Van Valkenburg. <br />STREET IMPROVENENT BA-100 ASSESSMENT DISCUSSED. <br />the Watson Construction Company had questioned the cost of Street Improvement <br />BA-100 which was constructed in 1967 in the Grandview area. He pointed out that <br />the-improvement did ilot really benefit Jerry's Food Store and recommended, as a <br />practical solution, that the City pay Watson Construction Company $2,500 and <br />that Jerry's Food Store not be included on the assessment role. It was inform- <br />ally agreed that Mr. Dalen's recommendation be followed. <br />Mr. 'Dalen advised Council that <br />WATERMAIN REPLACEMENT POLICY DISCUSSED. Discussion was held on the surplus in <br />the Water Fund, with Mr. Dalen recommending that any watermains needing replace- <br />ment.(not including areas served by other water systems) should be paid from the <br />Water Fund surplus. <br />1976 BUDGET REQUESTS CONSIDERED. <br />for Central Services - Capital Outlay. <br />purchase of equipment in the 1975 Budget,and which had not been spent, was trans- <br />ferred to the purchase of a 20 ton hoist. Mr. Hyde told Councilman Courtney that <br />he would be provided with documentation of money saved from the purchase of the hoist. $20,000 was allocated to the Human Relations Commission, which amount is <br />to be shared with Youth Action at the discretion of the Human Relations Commission, <br />with the approval of the Council. <br />The meeting adjourned at 6:OO p.m. and was continued to September 29, 1975, at <br />5:OO p.m. <br />Council reviewed Non-Departmental Expenfiitures <br />$4,000 which had been allocated for <br />1 <br />City Clerk <br />CD 0 0 a? u W <br />MINUTES OF SPECIAL BUDGET MEETING OF <br />EDINA CITY COUNCIL HELD AT CITY HALL ON <br />SEPTEMBER 29, 1975 <br />5:OO P.M. .. <br />Present were members Richards, Schmidt, Shaw and Mayor Van Valkenburg. <br />1975 POLICE LABOR CONTRACT DISCUSSED. <br />had refused to sign the 1975 labor contract approved by Council on September 17, <br />1975. No action was taken. <br />Mr. West reported that th'e Police union <br />, . <br />GRIMES HOUSE ENDORSED FOR NATIONAL REGISTER OF HISTORIC SITES. <br />advised Council that the State Historical Society had unanimously endorsed the <br />Councilwoman Schmidt <br />Grimes House for su6mission to the National Register of Historic Sites. <br />COLONIAL CHURCH REQUEST FOR FUNDS for their drop-in center, The Colony, was <br />noted. The church is to be told to apply to the Human Relations Commission for <br />, their funds. <br />1976 BUDGET ADOPTED. Mr. Dalen presented 1976 Budget Reductions amounting to <br />$463,324, advising that, with an assessed property valuation of $347,220,141, <br />reduction of the total tax levy to $2,949,206 would result in a 8.49 mil rate. <br />After discussion and review of the reductions, Councilwoman Schmidt offered the <br />following resolution adopting the 1976 Budget and moved its adoption: <br />,, <br />RESOLUTION ADOPTING BUDGET FOR THE CITY OF EDINA <br />FOR THE YEAR 1976, AND ESTABLISHING TAX LEVY FOR <br />THE YEAR 1975 PAYABLE IN 1976 <br />THE CITY COUNCIL OF *THE CITY OF EDINA, MINNESOTA, DOES RESOLVE AS FOLLOWS: <br />Section 1. <br />adopted as hereinafter set forth; and funds are hereby appropriated therefor: <br />The Budget for the City of Edina for the calendar year 1376 is hereby
