MINUTES OF THE SPECIAL MEETING OF <br />EDINA CITY COUNCIL <br />HELD JUNE 27, 191.7 <br />4:OO P..M. <br />Edina City Council met in special session at 4:OO p.m. in the Conference Room of <br />the Edina City Hall immediately preceeding the Board of Review Meeting. Answer- <br />ing rollcall were members Courtney, Richards, Schmidt, Shaw and Mayor Van Valken- <br />burg. <br />THE AWARD OF ZNSLJRANCE BiDS having been continued from the Council Meeting of <br />June 20, 1977, Pfr. Dalen.again presented tabulation of bids for insurance <br />and' advised that his recommendation, 'and the recommendation of insurance con- <br />sultant, Fred G. Gedelman, still stands for award to the following: Horizon <br />Agency - General Liability, $58,707.00; Para-Medics, $1,229.00; Police, $4,548.00; <br />Auto Liability, $24,435.00; Liquor Liability, $23,396.00; Auto Physical Damage, <br />$7,779.00; Mobile Equipment, $3,833.00; Fine Arts, $32.00; Business Interruption, <br />$852.00; Wood-Nelson Agency - Umbrella Liability, $47,532; Money & Securities, ' <br />$1,519.00; Worker's Compensation, $110,745.00. Mr. Dalen also repeated his recom- <br />mendation that the City not carry automotive collision insurance at this time. <br />Representatives from Eorizon and Wood-Nelson Agencies were present, but did not <br />speak. Councilman Richards said that he still did not understand the recommenda- <br />tion for award of Worker's Compensation to Wood-Nelson Agency. <br />Schmidt's motion for award of insurance bids as recommended by Mr. Dalen was see- <br />onded by Councilman Courtney. <br />- <br />Councilwoman a3 m P= <br />la: Ayes: Courtney, Schmidt, Shaw, Van Vdkenburg . a Nays : Richards a Motion carried. .. <br />NORTHERN STATES POWER PROPOSED RATE INCREASE NOTED. Mr. Dalen advised that the <br />Rate Authority will be looking tnto the proposed Northern States Power rate in- <br />crease. No action was taken. <br />The meeting was then continued until the close of the Board of Review Meeting <br />and reconvened at 5:45 p.m. <br />after. <br />HEDBERG GRAVEL PITS DISCUSSED; CGNTIXLTED TO JUNE 30, 1977. Mr. Hyde advised that <br />the attorney for Hedberg & Sons Co, had indicated that the Hedbergs would be coop- <br />erative in regard to the Tax Increment District which has been proposed for the <br />Southeast corner of the City. <br />to 'June 30, 1977, so that the Assessor would have an opportunity to submit pertin- <br />ent information on the Hedberg properties was seconded by Councilman Shaw. <br />Councilman Courtney left the meeting shortly there- <br />Councilman Richards' motiozz continuing the matter <br />I <br />' <br />Ayes : ,Richards, Schmidt , :Shaw,: Van .Valkenburg <br />Nays: None <br />Motion carried. <br />CHURCH OF THE PEOPLE ZONING REQUIREMENTS TO BE CHECKED. <br />that the Church of the People has requested a tax exempt status and claims to <br />be operating a church at 6305 Ashcroft Lane. Mr.. Hyde will give the matter to the <br />Planning Department to check as to <br />Mr. Hyde advised Council <br />zoning requirements for < church. <br />LOADER PURCHASE APPROVED. <br />having trouble handling tree trunks with its existing equipment and recommended <br />purchase of a loader fromaValley Equipment for a John Deere Loader for $3,995 to <br />$4,600.00. Councilman Richards' motion was seconded by Councilwoman Schmidt for <br />purchase of the John Deere Loader from Valley Equipment Co. <br />Mr. Dunn advised that the Department of Public Works is <br />'be paid from Capital Outlay. Hall Equipment Company had submitted a bid for <br />Ayes: Richards, Schmidt, Shaw, Van Valkenburg <br />Nays: None <br />Motion carried. <br />- JAMES OTTO NOTICE OFAPPEALNOTED. <br />O pealo of James R. Otto, appealing a Board of Appeals and Adjustment decision <br />relative to a setback for his property located at Lot 4, Block 1, Braemar Parc. <br />A hearing date will be set at the next Regular Council Meeting. <br />SS-342 AND IJM-326 MSEMENT PAYMENT APPROVED. <br />Councilman Shaw's motion was seconded by Councilwoman Sctmidt, authorizing the <br />payment up to $300 to Mrs. J. W. Simpson, 5120 W.44tli Street, for an easement <br />behind her home to serve Sanitary Sewer Improvement No. SS-342 and Watermain <br />Improvement No. WM-326 if such payment should become necessary. <br />Council's attention was called to a Notice of <br />As recommended by Mr. Dum, <br />Ayes: Kichards, Schmidt, Shaw, Van Valkenburg <br />Nays: None <br />Motion erirried. <br />d
