w3 i MlNUTES OF T1lE REGULAR MEIITING OF TUE <br />EULNA CITY COUNCLL HELD AT CITY HNJ, <br />JANUARY 9, 1978 <br />Answering rollcall were members Courtney, Richards, Schmidt, Shaw and Mayor Van <br />Valkenburg. <br />MINUTES of November 7, December 5 and 29, 1977, were approved'as submitted by <br />motion of Councilman Courtney, seconded by Councilman Shaw. <br />JOHN HEEGAARD RESOLUTION OF CONDOLENCE ADOPTED. <br />following resolution and moved its adopt: -,on: <br />WEREAS, John C. Hecgaard was one of the foundersf the Edina Crime Prevention <br />Fund when it was incorporated and founded on December 31, 1970; and <br />WHEREAS, over these years in which he served as a member, the Edina Crime Pre- <br />vention Fund was responsible for the solving of numerous crimes in Edina, as well <br />as in surrounding communities; and <br />WHEREAS, the Edina Crime Prevention Fund has served as a pattern for similar groups <br />throughout the country; and <br />WHEREAS, John C. Heegaard passed away suddenly and prematurely on December 22, 1977, <br />at the age of 48; <br />NOW, THEREFOPS, BE IT RESOLVED that the Edina City Council does hereby deeply mourn <br />the passing of JOHN C. HEEGAARD and does hereby extend its condolences to Mrs. <br />Heegaard and to his children; and <br />BE IT FURTHER PSSOLVED that a copy of this resolution be spread upon the pages of <br />the Minutes Book of the Edina City Council and that an appropriate copy be pre- <br />sented to his family. <br />Motion for adoption of the resolution was seconded by Couacilman Shaw and unan- <br />imously carried. <br />Councilman Courtney offered the <br />RESOLUTION OF CONDOLENCE <br />EDINA EAST HIGH SCHOOL GYMNASTIC TEAM CONGRATULATED. <br />the following resolution and moved its adoption: <br />WHEREAS, following a season of intense competition, the Edina East High School . <br />Gymnastic Team has won the opportunity to participate in various gymnastic events; <br />and <br />WEREAS, in these various post season meets, the Edina High School Gymnastic Team <br />has won fourth place in the State Gymnastic Meet, first place in the Region IV <br />Meet, and second place in the Lake Conference League; and <br />WHEREAS, the Edina East High School Gymnastic Team scored the highest number of <br />points ever to be made in the history of Region IV Meets; <br />NOW, THEREFORE, BE IT RESOLVED that the Edina City Council does hereby express its <br />sincere congratulations to Kevin Crippa, Tom Cu3len, Scott Dorn, Dave Flynn, Rock0 <br />Gammello, Clyde Getty, Jim Horowitz, Eric Jarchow, Kurt Jarchow, Steve Klos, John <br />Kuenak, Ed Loomis, Brian Meeker, Chris Norgren, Matt O'Donoghue, Todd Roth, Rolf <br />Steinkemp, Stewart Steinkamp and to Coaches.Bob Koecberl, Rick Cossette and Mark <br />Howell; and <br />BE IT FURTHER-RESOLVED THAT A COPY sf this resolution be spread upon the'pages of <br />the Minutes BooE-of -the Edina City Council and that an appropriate copy be pre- <br />sented to the team and to the coaches. <br />Motion for adoption of the resolution was seconded by Councilwoman Schnidt and <br />unanimously carried. <br />PARKLAND DEDICATION POLICY was discussed later in the meeting in connection with <br />Edina Interchange Sixth Addition. <br />YEAR IV COMMLJNITY DEVELOPMENT BLOCK GRANT PROGRAM CONTINUED TO JANUARY 16, 1978. Rr. Hughes noted that this is the second of two required public hearings regarding <br />the Year IV Community Development Block Grant Program. <br />of the staff for allocation of the funds, eotaling $275,000, which included <br />$150,000 for land acquisition for low and moderate income housing, $70,000 for <br />housing rehabilitation, $11,000 for land acquisition administrative costs, $12,000 <br />for housing rehabilitation administrative costs, $5,000 for plan preparation for <br />access to the City Hall for the handicapped, $12,000 for a recycling study in the <br />Morningside area and $15,000 to defray a portion of expense for the preparation <br />of a comprehensive land use plan required by the Metropolitan Council, <br />Hughes recalled that on past occasions, the Council has expressed an interest in <br />directing Community development the Morningside area, but that for the <br />Morningside area improvements to qualify for Community Development Fucds, it <br />must be shown that 51% of the residents of the area (or portion of the area such <br />as a block) are in the low to moderate income level. <br />staff would be unable to obtain income information for individual blocks in the <br />tllrit tlicrc would not be any blocks which WOUILI be el.igible. <br />Councilman Courtney offered <br />RESOLUTION OF CONGRATULATIONS <br />- <br />He reviewed suggestions <br />Mr. <br />He explained that the <br />-Morningsidc~ area unless a door to door survey is made, and expressed the opinrion <br />Xr. llup,Iles rcr.sI3cd
