MINUTES OF THE REGULAR MEETING OF THE <br />EDINA CITY COUNCIL HELD AT CITY HALL <br />JUNE 5, 197d <br />..- 17'7 <br />Answering rollcall were menbers Courtney. Richards, Schmidt, Shaw and Mayor <br />Van Valkenburg . <br />Commission and Board members in attendance were Mr. Glen Smith, Park Board, <br />Mrs. Carol Bermel, representing the Art Center Committee, Mrs.:Helen McClelland, <br />Community Development and Planning Commission and Mrs Veown Victorsen, Edina <br />Transit Committee. <br />ORDINANCE NO. 811-A96 SECOND READING CONTINUED TO JUNE 19, 1978. As recommended <br />by Mr. Hughes, Councilwoman Schmidt's motion continuing Second Reading of Ord- <br />inance No. 811-A96 (Roger Findell) until June 19, 1978, was seconded by Council- <br />man Shaw. <br />Ayes: Courtney, Richards, Schmidt, Shaw, Van Valkenburg <br />Nays: None <br />Motion carried. <br />I' <br />DANCE HALLS IN PLANNED INDUSTRIAL DISTRICT DENIED. Mr. Hughes recalled that <br />First Reading of a Zoning Ordinance which would allow dance halls as a permitted <br />use in the Planned Industrial District had been continued from May 15, 1978. <br />He recommended denial of such an ordinance amendment, suggesting that if Council <br />wished to permit such activity in the Planned Industrial District, it could be <br />accomplished by the proponent submitting an application to the Council in accord- <br />ance with State Law. <br />received. Councilwoman Schmidt then moved that the proposed ordinance be denied <br />Motion was seconded by Councilman Shaw. <br />.. <br />Council was advised that no such application has been <br />Ayes: Courtney, Richards, Schmidt, Shaw, Van Valkenburg <br />Nays: None <br />Motion carried. <br />Later in the meeting Mr. Peter Boo of The Saints Roller Skating Centers <br />and said .that they would submit a formal application for Council's consideration <br />Mayor Van Valkenburg suggested that Mr. Boo's laIJyer talk' with Mr, Erickson in regard to legal requirements involved.. <br />-at the nest meeting. <br />WOODBURY PARK SECOND ADDITION GRANTED FINAL PLAT APPROVAL AND ZONING APPRC)VAL. <br />Mr. Hughes presented Woodbury Park Second Addition for final plat approval aiid <br />Second Reading of Ordinance No. 811-A105 €or property located South of W. 55th <br />Street and East of FranceAvenue, recalling that this matter had been continued <br />from the meeting of May 1, 1978, so that Council could consider the advisability <br />of zoning <br />Residential District, along with granting final approval of the plat.; <br />recalled that neighbors had generally opposed rezoning Lot 4 to R-2 Multiple <br />Residential District as recommended by the Community Development and Planning I <br />Commission. :Mr. Frank Reece, representing the developer urged the passage of <br />the proposed zoning ordinance. Speaking in opposition to rezoning Lot 4 to R-2 <br />were Mrs. Connie Winman; 3512 W. 55th St., Miss Florence Clough, 3812 W. 55th <br />Street, Mr. and Mrs. James Dredge, 3609 W. 55th Street and Mr. and Krs. Charles <br />Paulus, 3705 W:55th St. All spoke in opposition to coristruction of a double <br />bungalow on Lot 4 on the grounds that a one bedroom double bungalow woulii not <br />attract families with children which are so needed in Edina. <br />tended that the land was zoned R-1 when it was purchased by the developer and that <br />he had no reason to believe that it would be rezoned. Mrs. Elsie Jaskola, 3801 <br />W. 55th Street, said that she could see nothing wrong with the proposed zoning <br />of Lot 4. <br />Mayor Van Vallcenburg read the report of the Planning Department. Mrs. Helen <br />McClelland of the Planning Commission recalled that the proposed plat is the <br />result of a compromise which the developer has made from his orig;inal proposal, <br />and concurred with remarks of the Mayor and Councilwoman Schmidt that double <br />bungalows are not an inferior type of housing.
