2Q8 <br />MIMJTES OF SPEC': AL MEETING <br />OF EDINA CITY COUNCIL <br />HSLD AT CITY HALL 'Oh' OCTOBER 29, 1979 <br />Pursuant to due notice given, the: Edina City Council convened in special session <br />in the City Hall Conference Room at k:30 p.m. <br />Bredesen, Courtney, Richards, Schmidt and Nayor Van Valkenburg. Present also : <br />was Mrs. Anita Benda, consultant representative for the Southwest Cable Commis- <br />sion. <br />Members answering rollcall were <br />Hr. Campbell presented a film entitled "CaMe - The Immediate Future" which gen- <br />erally described the technical aspects of Cable TV. General d5scussion was had <br />regarding the advisability of staying with the Southwest Suburban CATV group 01: <br />whether the City should pursue Cable TV by itself. Councilman Bredesen objected <br />to the Invitation for Applications, particularly as it pertained tc two-way <br />pr~graming, Zhe franchise fee and local origination. The question of satisfac- <br />tory cooperation between the participatiag communities was also discussed. 3f-r- <br />Erickson advised that he had met with City Attorneys from the participating <br />municipalities and said that other meetings of the attorneys are anticipated. In <br />response to a question of the Mayor, Councilman Courtney said that the Invitation <br />for Applications had been as specific as possible in order to safeguard the vari- <br />ous municipalities. Councilman Bredesen objected to the speclfics, saying that <br />these protections will be non-existent and will only raise costs. <br />explained that the requests for specific information are an attzmpt to prevent <br />future rate increases. <br />chize will pay attorneys and other costs incurred and that each ccmmmity has a <br />$15,000 limitation €or which it can be reimbursed. <br />ezch amicipaiity will be asked to forward working funds for which they will be <br />reimbursed when the CATV system is approved. <br />Councilman Courtney moved that the Council continue in its efforts to remain in <br />the Southwest Czble TV group and that the Council continue ia its study of the <br />Invitation for Applications and of the proposed ordinance.
