MINUTES <br />OF THE REGULAR NEETING OF THE <br />EDINA CITY COUt?CIL HELD AT CITY HALL <br />1 MRIL 21, 1980 <br />hswering rollcall were nembcrs Xredescn , Courtsiiey , Richards, Schinidt and Mayor <br />Van Valkenburg. Present also were Mines. Helen McClelland oE the Community Dev- <br />elopiiient and Planning' Coinmission and Leslie Turner of the Human Relations Corn-- <br />miss ion. <br />BCY SCOUT TROOP 68 RECOGNIZED. <br />tan Nethodist Church presented a Flag Ceremony and were welcomed by the Mayor. <br />Members of Boy Scout Troop 68 Eron Good Samari-' <br />MINUTES of April 7, 1980, were approved as submitted by motion of Councilwoman <br />Schmidt, seconded by Councilman Bredesen. <br />Ayes : Bredesen, Courtney, Richards, Schmidt, Van Valkenburg <br />Nays: None <br />Motion carried. <br />N 0 0 <br />I <br />PUBLIC H-EARINGS CONDUCTED ON VARIOUS PUBLIC IMPROVEMENTS. Pursuant to due notice <br />having been given at previous meetings, public hearings were conducted and action <br />talcen as hereinafter recorded: <br />A* (TONSTRUCTION OF OFS?&-lF,NTAL STREET LIGHTING 11.PROVE'L.ENT NO. P-L-17 IN THE FOLLOI?- <br />ING: - <br />Scriver Road from Blake Road to West line of Hyland Acres Addition <br />Recalling that this hearing had been continued from the Council Meeting of March 3, <br />1980, Nr. Hoffman <br />proposed to be assessed against eight benefited properties at an estimated cost <br />of $71.14 'per lot. <br />sodium luminairs which will be mounted on 15 foot high poles with lantern fixtures <br />has been modified in accordance with the reqrrest of <br />Blake Road. No objections were heard. Roslancl recalled that the hearing on this improvement had been conrinced from <br />the Council Meeting of April 7, 1980, so that consideration could be given to <br />sending out new notices to a larger assessment district. Mr. HoEfman showed a <br />map indicating the locations in the areas from which the traffic came for this <br />stretch of road and advised that the street Fs unique in the City in that there <br />are no other streets with the back lots abutting on the street. <br />Selieved that it is unfair to assess only the three lots proposed, Councilman <br />Courtney's motion was seconded by Councilwoman Schmidt authorizing the imprcvement. <br />CONSTRUCTION OF BITLMINOUS SURFACING IMPROVEPENT NO. P-A-i76 IN THE FOLLUdTNG:' <br />W. 56th Street from Dale Ave. to Hansen Road <br />Stating that he <br />Ayes: Courtney, Schmidt, Van Valkenburg <br />Nays: Bredesen, Richards <br />Mot ion failed. <br />Councilman Richards then moved that a new hearing be conducted on Hay 19, 1980, <br />with notices being sent to an expanded area which would~.include the areas in <br />which most of the residents live who use the road the most, as well as the resi- <br />dents of the Westchester Apartments.
