MINUTES <br />OF THE REGULAR MEETING OF THE <br />EDINA CITY COUNCIL HELD AT CITY HALL <br />AUGUST 16, 1982 <br />Answering rollcall were Members Bredesen, Richards, Schmidt, Turner and Mayor <br />Courtney. <br />MINUTES of July 12, 19 and August 2, 1982, were approved as submitted by motion <br />of Member Turner, seconded by Member Schmidt. <br />Ayes: Bredesen, Richards, Schmidt, Turner, Courtney <br />Nays: None <br />Motion carried. I CONSTITUTION WEEK PROCLAMATION ISSUED. The Mayor issued the following Proclamar <br />tion which was accepted by Mrs. Nancy Sour, representing the Daughters of the <br />American Revolution: <br />PROCLAMATION <br />WHEREAS, it is the privilege and duty of the American People to Commemorate the - <br />one hundred ninety-fifth anniversary of the:adoption of the Constitution of the <br />United States of America with appropriate ckremonies and activities; and <br />WHEREAS, Public Law No. 915 guarantees the issuing of a proclamation, by the <br />President of the United States of America, designating September 17 through 23 of <br />each year as Constitution Week; <br />NOW, THEREFORE, I, C. WAYNE COURTNEY, by virtue of the authority vested in me as <br />Mayor of the City of Edina, do hereby proclaim the week of September 17 through <br />23 of each year as <br />and &ge all citizens to study the: Constitution, to express gratitude for the <br />privilege of American citizenship in our Republic functioning under the supurb <br />body of laws - the Constitution of the United States of America. <br />CONSTITUTION WEEK <br />ORDINANCE NO. 811-A165 ADOPTED ON SECOND READING. Mr. Larsen presented Ordi- <br />nance No. 811-A165 for Second Reading, advising that Heritage Preservation Dis- <br />trict zoning only is requested for property generally located in the Southwest <br />quadrant of W. 70th Street and Cahill Road and that the Planned Residential <br />District zoning also requested would be heard at a later date. Member Rich- <br />ards objected to the fact that both issues were not being considered at the same <br />time, stating that the Council has no idea as to how the property will be dev- <br />eloped. Mr. Marshall Everson, the proponent, said that the Heritage Preserva- <br />tion zoning would not affect any future action and urged.thAt the ordinance be <br />adopted. Member Schmidt thereupon offered Ordinance No. 811-A165 for Second <br />Reading and moved its adoption as follows: <br />ORDINANCE NO. 811-A165 <br />AN ORDINANCE AMENDING THE ZONING ORDINANCE (NO. 811) <br />BY ADDING TO THE HISTORIC PRESERVATION DISTRICT <br />THE CITY COUNCIL OF THE CITY OF EDINA, MINNESOTA, ORDAINS: <br />Section 1. Section 11 of Ordinance No. 811 of the City of Edina is hereby <br />amended by adding the following thereto: <br />“Sec. 9. Boundaries of Heritage Preservation District. The boundaries of <br />the Heritage Preservation District shall include the following described propkrty : <br />That part of the Northwest 1/4 of the Northeast 1/4 of Sec. :.8, T. 116, R. 21 <br />described as follows: <br />quarter of Northeast one quarter, thence South 15.5 rods, thence West 15.5 <br />rods, thence North 15.5 rods, thence East 15.5 rods to beginning; and commencing <br />in the North line of Northwest one quarter of Northeast one quarter at a point <br />914.4 feet East from the Northwest corner thereof, then South 271.8 feet to <br />North line of South 32 acres of Northwest one quarter of Northeast one quarter, <br />then East to Northeast comer of said 32 acres, then North 16.55 feet, then West <br />U.5rodsY then North 239.2 feet, then West 161.6 feet to beginning except <br />and other lands which are hereafter added to this paragraph by amendments to <br />this ordinance. l’ <br />Sec. 2. <br />passage and publication. <br />Commencing at the Northeast comer of the Northwest one <br />. <br />.I roads; <br />This ordinance shall be in full force and effect upon its <br />w.
