p. m <br />m a <br />MINUTES OF SPECIAL BUDGET MEETING <br />OF THE EDINA CITY COUNCIL HELD AT CITY HALL <br />AUGUST 30, 1982 <br />7:OO P.M. <br />Answering rollcall were Members Bredesen, Richards, Schmidt, Turner and Mayor <br />Courtney. <br />Pursuant to due notice given, Council met in the Manager's Conference Room of <br />the Edina City Hall to consider the adoption of the 1983 City of Edina Budget. <br />Mr. Rosland presented the proposed 1983 Budget, explaining that this budget <br />reflects an increase over last year's over-all budget of 12.6% and a 9.1% <br />increase over the 1982 budget after the mid-year cuts were made. <br />that the budget does not reflect any definite wage recommendations but that he <br />thought an over-all increase of 6.57% would be reasonable, with higher <br />increases being given to the lower paid employees, but clarified that he had <br />not heard anything as yet from the unions. Mr. Rosland advised that he hopes <br />to maintain current service levels and complimented the staff on their coopera- <br />tion this past year, emphasizing that he:be given flexibility to keep a moti- <br />vated staff. There was general discussion on insurance. Mr. Rosland explained <br />short term goals for possible appointment of a Zoning Administrator. <br />Bredesen suggested that part time consultants be considered, rather than adding <br />to staff responsibilities. <br />them within the next few years with a request for new voting equipment.
