MINUTES <br />OF THE REGULAR MEETING OF THE <br />EDINA CITY COUNCIL HELD AT CITY HALL <br />NOVEMBER 1, 1982 <br />Answering rollcall were Members Bredesen, Richards, Schmidt, Turner and Mayor <br />Courtney . <br />EVANS SUBDIVISION ZONING )AD PLAT APPROVAL CONTINUED TO NEXZ I?EETING. Mr. Hughes <br />recalled that preliminary plat approval and R-2 Residential District zoning for <br />Evans Subdivision had been continued from Council Meeting of October 18, 1982, so <br />that the Community Development and Planning Commission should make a recommenda- <br />tion as to whether Wycliffe Road should be cut thru to Vernon Ave.,as to whether <br />three cul-de-sacs should be permitted and as to whether there should be two . .' <br />accesses on to Vernon Ave. Mr. Hughes presented a new plan which was approved by <br />the Community Development and Planning Commission on a 6-4 vote which calls for <br />seven double bungalows on Vernon Ave. and 14 single family homes in the plat, and <br />which would insure adequate response times for and ease of movement of emergency <br />vehicles, provide an equitable distribution of traffic into and out of ne-ighbor- <br />hoods, provide uninterrupted routes for pedestrians and allow for ease of mainten- <br />ance by City forces. Mr. Roger Clements, representing the developer advised that <br />Mr. Evans had agreed to the new plan as proposed, and added that 'the average lot <br />size for the doubles would be 162,000 square feet and the R-1 lots would be <br />12,550 square feet. Mr. Larry Fischer, 5705 Wycliffe Rd., said that he repre- <br />sents the neighbors who hope that the Council will present thie plan. <br />response to the question as to w3at happened to plans presented in the summer <br />of 1981, I&. As recommended <br />by Mr . Hughes, Member Bredesen offered the f oliowing res.olution and moved .its - <br />adoption: <br />WHEREAS, the following de'scribed property is at present a single tract of land: <br />WHEREAS, the owner has requested the subdivision of said tract into separate par- <br />cels (herein called "Parcels" described as follows : <br />That part of Lot 7, Block 1, Lake Edina Village Replat, according to the <br />recorded plat thereof, lying Northwesterly of a line drawn from a point on the <br />Southwesterly line of said lot distant 64.74 feet Southeasterly of the most <br />Westerly comer of said lot to a point on the Northeasterly line of said lot <br />distant 54.97 feet Southeasterly of the most Northerly comer of said lot; <br />and <br />That part of Lot 7, Block 1, Lake Edina Village Replat, according to the <br />recorded plat thereof, except that part lying Northwesterly of a line drawn <br />from a point on the Southwesterly line of said lot distant 64.74 feet <br />Southeasterly of the most Westerly corner of said lot to a point on .the <br />Northeasterly line of said lot distant 54.97 feet Southeasterly of the most <br />Northerly comer of said lot; and <br />WHEREAS, it has been determined that compliance with the Subdivision and Zoning <br />Regulations of the City of Edina will create an unnecessary hardship and said <br />parcels as separate tracts of land do not interfere with the purposes of the Sub- <br />division and Zoning Regulations as contained in the City of Edina Ordinance Nos. <br />801 and 811; <br />NOW, THEREFORE, it is hereby resolved by the City Council of the City of Edina <br />that the conveyance and ownership of said Parcels as separate tracts of land is <br />hereby approved and the requirements and provisions of Ordinance No. 801 and <br />Ordinance No. 811 are hereby waived to allow said division and conveyance thereof <br />as separate tracts of land but are not waived for'any other purpose or as to any <br />other provision thereof, and subject, however, to the provision that no further <br />subdivision be made of said Parcels unless made in compliance with the pertinent <br />ordinances of the City of Edina or with the prior approval of this Council as <br />may be provided for by those ordinances. <br />RESOLUTION <br />Lot 7, Block 1, Lake Edina Village Replat; and
