203 <br />MINUTES <br />OF SPECIAL COUNCIL MEETING <br />OF EDINA CITY COUNCIL HELD AT CITY HALL <br />DECEMBER 29, 1982 <br />5:OO P.M. <br />Answering rollcall were Members Bredesen, Richards, Schmidt, Turner and Mayor <br />Courtney. <br />JANUARY 3, 1983, COUNCIL MEETING DATE CONFIRMED. Following discussion as to the <br />possibility of changing the date of the January 3, 1983, Council Meeting, it was <br />informally decided to retain the regular meeting date. <br />PERA LEGISLATION DISCUSSED. Mr. Rosland recalled that the Minnesota State Legi- <br />slature, in an attempt to resolve the State's financial problems, increased the <br />employee contribution to PERA by 2% for 1983 and advised that he.beliea&s that. <br />the 2Xi:represents an infringement by the State on local government and the manner <br />in which local government officials compensate their employees. He expressed <br />concern also that the State apparently looks to the pension system and its funds <br />as a means to resolve its spending problems and that, in the future, the law may <br />be changed so as to open up future access to pension funds, the results of which <br />action would disrupt presently sound pension funds. Member Schmidt's motion was <br />seconded by Member Turner, that the City Manager write a letter to Edina's <br />Legislators advising that the Council does not believe that the State should <br />become involved in the pension system and that a meeting be set up at which the <br />Council and the Legislators could discuss matters of interest. <br />Ayes: Bredesen, Richards, Schmidt, Turner, Courtney <br />Nays: None <br />Motion carried. <br />Notices will go out with employees paychecks advising that this action by the <br />State is not endorsed by the Council. <br />COUNCIL EDINAMITE PARTY DATES ANNOUNCED. Member Turner advised that January 26 <br />and February 6, 1983, are the dates chosen for the parties which Council Members <br />agreed to host as a part of the Silent Auction at the Edinamite Benefit. <br />action was taken. <br />NO <br />CITY STAFF COMPLIMENTED ON SNOW REMOVAL. Mr. Rosland said that he would convey <br />the congratulations and thanks of the Counci1,to all who played a part in keeping <br />City operations going during the snow storm. <br />PERSONNEL COMPENSATION RATES ESTABLISHED.
