MINUTES <br />OF REGULAR COUNCIL MEETING <br />OF EDINA CITY COUNCIL HELD AT CITY HALL <br />JANUARY 3, 1983 <br />Answering rollcall were Nembers Bredesen, Richards, Schmidt, Turner and Mayor <br />Courtney <br />OATHS OF OFFICE ADMINISTERED. <br />Clerk to Members Bredesen and Richards who were elected to serve as Council <br />Members until January 1, 1987. <br />MINUTES of August 16, 23 and 30, 1982, <br />of Members Schmidt and Bredesen. <br />as to the resolution pertaining to speed limits on Vernon Avenue (CSAH 158) to <br />Oaths of office were administered by the City <br />I were approved as submitted by motion <br />The Minutes of December 20, 1982, were revised <br />read as follows: <br />WHEREAS, by'letter dated December 8, 1982, from the lvlinnesota Department of <br />Transportation, authorization was recommended for speed limits for CSAH 158 <br />between CSAH-62 and T.H. 100; and <br />WHEREAS, the Edina City Council believes that certain ievisidns are desirable and <br />that, because of local conditions, the speed limit on CSAH 158 should be as <br />follows : <br />RESOLUTION <br />30 MPH from CSAH-62 to View Lane <br />35 MPH from View Lane to Villa Way <br />30 MPH from Villa Way to T.H. 100; <br />NOW, THEREFORE, be it resolved that the Edina City Council does hereby request <br />that the Minnesota Department of Transportation review its findings as to CSAH- <br />158 to conform with the recommendations of the Edina City Council. <br />Motion for adoption of the resolution and of the Minutes of August 16, 23 and <br />30, 1982 and of December 20, 1982, was seconded by Member Turner. <br />Rollcall : <br />Ayes: Bredesen, Richards, Schmidt, Turner, Courtney <br />Nays: None <br />Resolution and motion carried. I RESOLUTION OF COMMENDATION ADOPTED FOR SENATOR OTTO BANG. Member Richards offered <br />the following resolution and moved its adoption: <br />RESOLUTION OF COMMENDATION <br />AND APPRECIATION <br />WHEREAS, Otto T. Bang, Jr., was elected to the Minnesota House of Representatives <br />as a Representative from the City of Edina in 1962; and <br />WHEREAS, following ten years of dedicated service in the House of Representatives <br />Otto T. Bang, Jr., was elected to the Minnesota State Senate, again representing <br />the City of Edina; and <br />WHEREAS, during those twenty years in public office, Otto T. Bang, Jr., has <br />contributed greatly to the well-being of the State of Minnesota and to the Legi- <br />slative and Senate Districts that he served; and <br />WHEREAS, Otto T. Bang, Jr., has deservedly held the respect and regard of the <br />residents of the City of Edina; <br />NOW, THEREFORE, BE IT RESOLVED that the Edina City Council does hereby express <br />its appreciation to <br />for his unselfish and dedicated services as a member of the Minnesota State <br />Legislature; and <br />BE IT FURTHER RESOLVED that this resolution be spread upon the pages of the <br />Minutes Book of the Edina City Council and that an appropriate copy be presented <br />to him. <br />Motion for adoption of the resolution was seconded by Member Bredesen and unani- <br />mously carried. <br />OTTO T. BANG, JR. <br />MEMBER RICHARDS APPOINTED MAYOR PRO TEM. <br />Bredesen's motion was seconded by Member Turner, appointing Member Frederick S. <br />Richards as Mayor Pro Tem for the year 1983. <br />As recommended by the Mayor, Member <br />Ayes: Bredesen, Richards, Schmidt, Turner, Courtney <br />Nays: None <br />Motion carried. <br />LMC LOCAL GOVERNMENT AID DISTRIBUTION FORMULA REXOEWNDATIONS SUPPORTED BY COUNCIL. <br />Member Turner referred to a letter from the League of Kinnesota Cities dared <br />December 20, 1982, relative to recommendations for revision of Local Government <br />Aid distribution. She said that she agreed that all Municipalities should work <br />together to present a united voice to the Legislature. It was pointed out that
