214 MINUTES <br />OF THE REGULAR MEETING OF THE <br />EDINA CITY COUNCIL HELD AT CITY HALL <br />FEBRUARY 7; 1983 <br />Answering rollcall were Members Bredesen, Richards, Schmidt, Turner and Mayor <br />Courtney. <br />MINUTES of September 13, and 20, 1982, and January 17, 1983, were approved as <br />submitted by motion of Member Schmidt, seconded by Member Turner. <br />Ayes: Bredesen, Richards, Schmidt, Turner, Courtney I Nays: None <br />Motion carried. <br />PUBLIC HEARINGS CONDUCTED ON VARIOUS IMPROVEMENTS. Affidavits of Notice were - presented by Acting Clerk, approved as to form and ordered placed on file. <br />Pursuant to due notice given, public hearings were conducted and action taken <br />as hereinafter set forth: <br />A. CONSTRUCTION OF BITUMINOUS STREET OVERLAY WITH CONCRETE CURB AND GUTTER <br />REPLACESENT & SIDEIJALK REPLACEMENT IMPROVEMENT NO. P-BA-258 IN THE FOLLOWING: <br />Browndale Park Area - Mackey Avenue, Brook Avenue, Coolidge Avenue and <br />Browndale Avenue from 14. 44th Street to St. Louis Park <br />Mr. Rosland presented total estimated construction cost at $77,714.00, with <br />estimated amount to be paid by the City of $30,592.98 and estimated amount to <br />be assessed of $47,121.12 proposed to be assessed against 2,118.23 assessable <br />feet at an estimated cost of $22.25 per assessable foot. Estimated cost <br />without Sidewalk Replacement at $61,185.96, with estimated amount to be paid by <br />the City of $30,592.98 and estimated amount of $30,592.98 proposed to be <br />assessed against 2,118.23 feet at an estimated cost of $14.44 per assessable <br />foot. Engineer Hoffman advised that residents of Mackey Avenue had petitioned <br />€or the improvement and a review of adjacent streets in the Browndale Park area <br />indicated similar deteriorated conditions. A second letter from the residents <br />of Mackey Avenue stated that they thought sidewalk replacement should be included. <br />This improvement is proposed to be assessed over a ten (10) year period with <br />the annual rate of interest that will be charged on the unpaid balance not to <br />exceed the amount allowed by law. <br />the proposed assessment area were requested in the mailed notice of public <br />hearing to voice their concerns on this project, particularly with regard to <br />the sidewalk replacement issue and that response had been heard from all streets <br />except Brook and Coolidge Avenues. Peter Stiehm, 4520 1J..44th Street, commented <br />that some sections need replacement or repitir but did not feel all should be <br />replaced. Speaking in favor of the project was Johannes Fure, 4384 Coolidge <br />Avenue. Tom Bonneville, 4378 Browndale Avenue, stated he was in favor of the <br />street overlay and curb and gutter replacement, but that he felt sidewalk <br />replacement was unnecessary on Browndale Avenue. He also referred to un- <br />sightly power lines and asked the City to contact Northern States Power Company <br />to see if this could be improved, and requested that ornamental street lights <br />be considered for the area. In response to several questions, Mr. Hoffman <br />clarified that residents with addresses on W. 44th Street would be assessed <br />one-third for the side yard; that driveway aprons up to the sidewalk would be <br />included as part of the street project; and that even though there are areas <br />which are in good condition it is preferable to do a complete replacement <br />rather then to patch deteriorated parts only. In response to Member Turner's <br />concern that no response had been received from Brook Avenue residents, <br />Mr. Hoffman stated that they could be contacted for approval before the Brook <br />Avenue sidewalk would be constructed. No further discussion being heard, <br />Member Bredesen's motion authorizing the improvement, but without sidewalk <br />replacement on Browndale Avenue, and with the understanding that residents <br />would be contacted for approval of sidewalk replacement on Brook Avenue, was <br />seconded by Member Turner. <br />Minutes. ) <br />Mr. Hoffman stated that the residents of I <br />(See Resolution Ordering Improvement later in <br />Ayes: Bredesen, Richards, Schmidt, Turner, Courtney <br />Nays: None <br />Motion carried. <br />Mr, Hoffman stated that he would investigate the matter of ornamental street <br />lighting for the area and would report back to Council. <br />B. CONSTRUCTION (SF STORM SEWER IMPROVEMENT NO.' P-ST.S. 172 IN THE FOLLOWING: <br />McCauley Trail from Gleason Road to West line ofrLot 1, Timbers Addition <br />Mr. Rosland presented estimated total cost of storm sewer construction at <br />$21,129.56 proposed to be assessed against 352,050 assessable square feet with <br />estimated cost for property East of Timber Ridge Road at $0.1004 per square <br />foot and estimated cost for property drainage West of Timber Ridge Road at <br />$0.0235 per square foot. Estimated cost of curb and gutter for Lots 1, 22, <br />and 23, Block 1, The Timbers at $2,555.28 proposed to be assessed against <br />346.48 assessable lineal feet with estimated cost of $7.375 per assessable <br />foot.
