MINUTES <br />OF THE REGULAR MEETING OF THE <br />EDINA CITY COUNCIL HELD AT CITY HALL <br />MAY 2, 1983 <br />Answering rollcall were Members Bredesen, .Richards,.-Schmidt, Turner and Mayor <br />Courtney. <br />FLORENCE HALLBERG NORBACK COMMENDED. <br />Resolution of Appreciation and Commendation to Florence Hallberg Norback, which <br />Mayor Courtney presented the following <br />resolution was unanimously adopted: <br />WHEREAS, on March 9, 1964, Florence B. Hallberg was first employed by the Village <br />of Edina, and <br />WHEREAS, on December 21, 1964, Manager Warren Hyde announced to the Council that <br />Mrs. Florence Hallberg was appointed Village Clerk, and <br />WHEREAS, since appointment to Clerk she has served as secretary to the Council <br />under Mayors Bredesen, Van Valkenburg and Courtney, and has conscientiously and <br />faithfully attended Council Meetings and written the minutes thereof, and <br />WHEREAS, as Clerk she has conducted elections in Edina in an orderly and efficient <br />manner through her thorough knowledge of election laws, and <br />WHEREAS, during this time Edina has grown from eight precincts to a maximun of <br />twenty, and has redrawn precinct boundaries five times, including redistricting <br />twice, and <br />WHEREAS, she has performed,her duties .as Clerk in a proficient and professional <br />manner, and <br />WHEREAS, she has served on various civic committees and on the Edina Citizens <br />Safety Council, and <br />WHEREAS, she was a recipient of the Mayor's Special Commendation Award; <br />NOW, THEREFORE, BE IT RESOLVED that the Edina City Council does hereby honor and <br />thank <br />FLORENCE HALLBERG NORBACK <br />on the occasion of her retirement as a faithful employee, and <br />BE IT FURTHER RESOLVED that a copy of this resolution be entered into the Minutes <br />Book of the Edina City Council and that an appropriate copy be presented to her <br />on the occasion of her retirement celebration on May 3, 1983. <br />RESOLUTION OF APPRECIATION AND COMMENDATION N <br />BICYCLE SAFETY WEEK PROCLAIMED. Mayor Courtney read the following Proclamation:. <br />As Mayor of the City of Edina, I call upon all members of this community to give <br />their wholehearted support to the 20th Annual Edina Bicycle Safety Program which <br />has traditionally been sponsored under the united efforts of various Edina civic <br />organizations. <br />The purpose of the Program is to reduce the hazard of bicycle riding for young <br />bicyclists, as well as for pedestrians and motorists. <br />our streets and highways daily increases the dangers for the careless or unskilled <br />rider. Reports of hundreds of deaths and thousands of injuries each year through- <br />out our nation (due to collisions between bicycles and motor vehicles alone) have <br />alerted us to the need for such a Program.
