-. 70 MINUTES <br />OF THE REGULAR MEETING OF THE <br />EDINA CITY COUNCIL HELD AT CITY HALL <br />SEPTEMBER 12, 1983 <br />Answering rollcall were Members Bredesen, Richards, Schmidt, Turner and Mayor <br />Courtney. <br />DAVID BLOOD AND HAROLD SWANSON COMMENDED. <br />Blood and Harold Swanson and commended them for their years of service to the City. <br />He noted that Mr. Blood started his employment as Police Dispatcher in July of 1957, <br />was promoted to Police Officer in November of 1958 and has been a Police Investigator <br />since 1965, and has displayed superior effectiveness and outstanding professionalism. <br />Mr. Rosland stated that Mr. Swanson began as a Police Officer in January of 1959 and <br />has been a Police Investigator since 1968 and has shown impeccable knowledge and out- <br />standing professionalism in his position. <br />bearing the Edina Logo and were congratulated by members of the Council for their <br />dedicated service. <br />LEAGUE OF WOMEN VOTERS MEEK IN EDINA PROCLAIMED. <br />following proclamation which was unanimously adopted by the Council-and accepted by <br />Juanita Peterson, president of the Edina League of Women Voters: <br />City Manager Rosland introduced David <br />They were presented with silver pens <br />Mayor Courtney presented the <br />PROCLAMAT~ON <br />WHEREAS. members of the League of Women Voters of Edina have served the residents - of Edina since 1955; and <br />WHEREAS, during these years members of the League of Women Voters of Edina have done <br />much to encourage educated nonpartisan political activity; and . <br />WHEREAS, members of the League of Women Voters of Edina have given generously of <br />their time and efforts as volunteers assisting in all phases of elections; <br />NOW, THEREFORE, I, C. Wayne Courtney, Mayor of the City of Edina; do hereby proclaim <br />the week of September 29 to October 6, 1983 to be <br />LEAGUE OF WOMEN VOTERS OF EDINA WEEK <br />and do express the sincere appreciation of the City of Edina for all the assistance- <br />and cooperation given by the League of Women Voters of Edina. <br />RESOLUTION OF COMMENDATION ADOPTED FOR 1983 EDINA AMERICAN LEGION BASEBALL TEAM. <br />Mayor Courtney presented the following resolution of commendation which was unanimousp- <br />adopted by the Council: <br />RESOLUTION OF COMMENDATION <br />1983 EDINA AMERICAN LEGION BASEBALL TEAM <br />WHEREAS, during the 1983 season the Edina American Legion Baseball Team has compiled <br />an enviable overall record of forty-five wins and seven losses, and a League standing <br />of twelve wins and two losses, and <br />WHEREAS, the Edina American Legion Baseball Team won the District 10 Championship, <br />the State Championship, the National Regional Championship, and are the American <br />Legion World Series Champions, and <br />WHEREAS, the Edina American Legion Baseball Team is the first Edina League Team to <br />ever win a State Tournament two years in a row, the first Minnesota Team to ever win <br />a’Regional Tournament two years in a row, the first Edina Legion Team to ever win a <br />Legion World Series, and they are the first Minnesota League Team that has won a <br />World Series in forty years, and <br />WHEREAS, the success has come to them because of their commitment to the sport of <br />baseball and the leadership of their Coaches and Student Manager; <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of-Edina, on behalf <br />of the citizenry as a whole, that all members of the Edina American Legion Baseball <br />Team be commended for their outstanding accomplishments; <br />BE IT FURTHER RESOLVED that a copy of this resolution be entered in the Minutes Book <br />of the Edina City Council and that appropriate copies be presented to the team: <br />Steve Burdick, Dan Carroll, Brandt Colville, Jim Conlon, Pat Donohue, Pat Egan, Greg <br />Elder, Pat Finley, Mike Halloran, Rob Hobson, Mark Hoffman, Paul Kemble, Andy.Krane, <br />Brian Martinson, Tim McGovern, Carl Ramseth, Rob Wassenaar, Head Coach Bruce Barron, <br />Assistant Coaches Kevin .Staunton and Paul Blanchard, and Student Manager Jim Williams. <br />MINUTES of the Special Council Meeting of August 29, 1983, were approved as submitted <br />by motion of Member Turner, seconded by Member Bredesen. <br />u <br />I <br />Ayes: Bredesen, Richards, Schmidt, Turner, Courtney <br />Motion carried. <br />(Member.Richards excused himself and left the Council Chambers.) <br />PUBLIC HEARING CONDUCTED ON CABLE TELEVISION RATE ADJUSTMENT; 0RDINANCE.NO. 1120-A2 <br />GRANTED FIRST READING. Affidavits of Notice were presented by Clerk, approved as to <br />form and ordered placed on file. Mr. Rosland advised that on August 17, 1983, the <br />Southwest Suburban Cable Commission (SWSCC) held a public hearing to review certain <br />rate changes to the Franchises granted by its member cities to Minnesota Cablesystems-
