91 <br />MINUTES OF CONTINUED BUDGET MEETING <br />OF THE EDINA CITY COUNCIL HELD AT CITY HALL <br />SEPTEMBER 26, 1983 <br />7:OO P.M. <br />Answering rollcall were Members Bredesen, Richards, Schmidt, Turner and Mayor <br />Courtney. <br />Council reviewed the summary of major increases in the 1984 Budget as presented. <br />It was noted that an increase of 29.35% for Capital Outlay is proposed ($172,256). <br />Mr. Rosland explained that this would allow the City to replace equipment which has <br />been in use for many years and should reduce the amount of down time. Mr. Dalen <br />pointed out that the cable reserve fund of $142,941 is restricted and can only be <br />spent on cable related activity. In response to Member Schmidt as to what the pro- <br />posed 1984 Budget would mean to the taxpayer, it was indicated that it would result <br />in a mill rate of 10.355 for a'16.97% tax increase. <br />Discussion followed regarding alternatives to present employee health insurance <br />benefits, reduction of <br />in fees and charges to t educe.losses in some of the income producing funds,.and <br />replacement of park playground equipment on a longer term basis. <br />egal fees, wages of union vs. non-union employees, increase <br />No further comments being heard, Member Bredesen moved that the proposed 1984 Budget <br />for the City of Edina be reduced by $150,000. Motion was seconded by Member Richards. <br />Ayes: Bredesen, Richards <br />Nays: Schmidt, Turner, Courtney <br />Motion failed. <br />Member Richards thereupon moved that the proposed 1984 .Budget for the City of Edina <br />be reduced by $125,000 in selected capital areas, with the premise that,.if non-tax <br />revenues for 1984 were above amounts in the budget, restoration of those cuts would <br />be considered. Motion was seconded by Member Schmidt. <br />Ayes: Bredesen, Richards, Schmidt, Turner, Courtney <br />Motion carried. <br />Member Richards then offered the following resolution and moved its adoption: <br />RESOLUTION ADOPTING BUDGET FdR THE CITY OF EDINA <br />~~ FOR THE YEAR 1984, AND ESTABLISHING TAX LEVY FOR <br />.THE'YEAR 1983 PAYABLE IN 1984 <br />THE CITY COUNCIL OF THE CITY OF EDINA, MINNESOTA, DOES RESOLVE AS FOLLOWS: <br />Section 1.
