<br />Answering rollcall were Members Bredesen, Richards, Schmidt, Turner and Mayor
<br />Courtney.
<br />YOUTH APPRECIATION WEEK PROCLAIMED BY MAYOR.
<br />proclamation which was unanimously approved:
<br />WHEREAS, the vast majority of youth are concerned, knowledgeable and responsible
<br />citizens; and
<br />WHEREAS, the accomplishments and achievements of these young citizens deserve
<br />recognition and praise of their elders; and
<br />WHEREAS, Optimists International has, since 1954, developed and promoted a program
<br />entitled Youth Appreciation Week; and
<br />WHEREAS, the citizens of the City of Edina have indicated a desire to join with the
<br />Optimists in expressing appreciation and approval of the contributions of the youth,
<br />the City Council of the City of Edina does, therefore, proclaim the second week in
<br />November as
<br />in the City of Edina.

<br />Motion carried.
<br />BID AWARDED FOR EDINA-BLOOMINGTON STORM SEWER PROJECT. Mr. Rosland presented
<br />tabulation of bids for the storm sewer project at the Pentagon Park location per
<br />Edina's joint powers agreement with Bloomington.
<br />P. Keller Construction Company, Inc. at $1,058,721.20 versus the engineer's estimate
<br />property owners on the Edina side of the project.
<br />seconded by Member Bredesen for award of bid to Austin P. Keller Construction
<br />Company for $1,058,721.20.
<br />Ayes: Bredesen, Richards, Schmidt, Turner, Courtney

<br />'of $1,300,000.00. .The necessary easements for the project have been received from
<br />Member Schmidt's motion was
<br />GOLF COMMITTEE/PARK BOARD REPORT ON BRAEMAR APPROVED. Mr. Rosland introduced Joan
<br />Lonsbury, Chairman of the Park Board, who called forward Roger Harrold and Tass --
<br />Von Schmidt-Pauli to identify the Braemar Golf Committee Report on the capital
<br />improvements proposed for the Braemar Golf Course:
<br />maintenance building, $200,000; expansion of the Par 3 to an Executive Course,
<br />$310,000; renovation and expansion of the Clubhouse, $600,000. Edina residents
<br />whose homes border on or are near the expansion area have been involved in meetings
<br />and tours of the proposed Executive Course layout, and the overall opinion is
<br />favorable.
<br />$100,000 on net profits the first full year of operation. . Anticipated revenues
<br />in the first two years from events held in the year-round meeting/banquet room
<br />facility are $14,000 and $18,000 respectively.
<br />Executive Course was questioned and cited as too high a rate for young people.
<br />The Committee made the following recommendations:
<br />1) Approve their report as supporting evidence to the Park Board motion of
<br />August 9, 1983.
<br />2) Approve the recommended start date of the Executive Course and maintenance
<br />building construction to begin in the spring of 1985, the Executive Course
<br />thereby becoming a revenue contributor to the City by 1986.
<br />3) Approve the recommended start date of the Clubhouse expansion to begin in the
<br />spring of 1986.
<br />Member Turner is motion to approve the' Golf Committee's report with its recommendations
<br />was seconded by Member Schmidt.
