Wayne Courtney who was elected to the office of Mayor and to Peggy Kelly and <br />to January 1, 1989. <br />MEMBER RICHA.RDS APPOINTED MAYOR PRO TEM. <br />Bredesen's motion was seconded by Member Turner, appointing Member Frederick S. <br />Richards as Mayor Pro Tem for the year 1985. <br />.Leslie Turner who were elected to the office of Cduncil Member, for terms of office <br />I As recommended by Mayor Courtney, Member <br />Ayes: Bredesen, Kelly, Richards, Turner, Courtney <br />Motion carried. -. <br />MINUTES of the Regular Council Meetings of October 1 and November 19, 1984, were <br />approved as submitted by motion of Member Turner, seconded by Member Bredesen. <br />Ayes: Bredesen, Kelly', Richards, Turner, Courtney <br />Motion carried. <br />PRELIMINARY PLAN AND VARIANCE REQUEST APPROVED FOR FRANCE AVENUE IMPROVEMENT. <br />Affidavits of Notice were presented by Clerk, approved and ordered placed on file. <br />City Engineer Hoffman advised that the proposed France Avenue reconstruction from <br />W. 49% Street to Excelsior Boulevard is a cooperative project involving the Minnesota <br />Department of Transportion (MNDot), Hennepin County and the cities of Minneapolis, <br />St. Louis Park and Edina. <br />Highway 121. <br />highway function and has suggested that this segment should belong to some other <br />agency. <br />because of its poor condition, the last work being done in 1954. <br />explained that the staffs from-Hennepin County, Minneapolis, St. Louis Park and <br />Edina have been working with MNDbt to develop a-plan which will ultimately result <br />in Hennepin County taking back the France Avenue roadway from Excelsior Boulevard <br />all the way to 54th Street as a continuation of County Road 17 going through Edina <br />into Bloomington to Old Shakopee Road. <br />carries approximately 125 MTC buses a day, making it a heavy transit route. <br />County is willing to take the roadway back only if it is reconstructed to standards <br />which will allow the County to use state aid funds at future dates. Council action <br />being sought at this informal public hearing is for.preliminary plan approval and <br />authorization to submit a formal request for variance to the State of Minnesota. <br />Mr. Hoffman stated that there would be a formal hearing scheduled later in the year <br />at which the final design details will be presented. <br />Engineering Department had held an infcrmal meeting with residentslproperty owners <br />abutting this segment of France Avenue on August 16, 1984, to obtain their input <br />and to express any concerns they eght have so that staff could better present these <br />i'ssues in discussion with the other involved agencies. The preliminary plan being <br />presented is basically the same as presented at the August 16th meeting.and covers <br />three aspects: l).width of roadway, 2) what.parking is to be provided, and 3) what <br />sidewalks should be constructed along the project. <br />for residential parking on one side or the other of France Avenue. <br />then reviewed the preliminary plan for reconstruction of France Avenue as follows: <br />North boundary of City to W. 42nd-Street:. Proposed width of 40' parking on <br />West side; W. 42nd Street to Morningside Road: <br />on West side, existing asphalt pathway would be eliminated and City would need to <br />acquire right of way to consthct a sidewalk, retaining wall would also be required; <br />Morningside Road to W. 45th Street: <br />both sides of France Avenue except for bus stop areas, recommendation to work with <br />Northern States Power Company to get power lines buried through the business area; <br />W. 45th Street to W. 49th Street: <br />side, sidewalk would be difficult and costly to construct; W. 49th Street to <br />W. 49% Street: <br />noted that sidewalk is proposed on the Minneapolis side for the entire project. <br />Storm sewer is proposed for three low areas: W. 42nd Street and France, Morningside <br />Road and France and W. 48th and W. 49th Streets and France Avenue. Because the <br />proposed roadway widths do not meet any of the criteria necessary for the use of <br />state aid funds, it will be necessary to seek a variance from the State to construct <br />the roadway to the proposed widths. <br />posed project could be totally absorbed by state aid funds.
