245 <br />MINUTES OF SPECIAL BUDGET MEETING <br />OF THE EDINA CITY COUNCIL HELD AT CITY HALL <br />SEPTEMBER 12, 1986 <br />7:30 A.M. <br />Answering rollcall were Members Bredesen , .Kelly , Richards , Turner and Mayor <br />Courtney. <br />Manager Rosland announced that presentations would be made in support of <br />specific 1987 Budget requests and that the Human Relations Commission had <br />reviewed the requests using the process developed over the past year and <br />approved by the Council. Budget requests heard were: Thomas Oye on behalf <br />of Senior Community Services; Otto Byhre for Storefront/Youth Action; Judi <br />Mollerus for Greater Minneapolis Day Care Association; Womens Resource Center; <br />and Larry 0p.pold for South Hennepin Human Services Council. <br />The Council reviewed the budget requestsfor the Recycling Commission, Fireworks, <br />Centennial Celebration and Loss Subsidy - Operating Funds for the Swimming Pool, <br />Recreation Center, Gun Range and Art Center. <br />The Council next examined the proposed 1987 Budget expenditures for general <br />government areas of Public Works (administration, engineering and supervision), <br />and street department areas of Street Maintenance, Street Lighting, Street <br />Name Signs/Traffic Signs, Traffic Control, Bridges/Guard Rails, Storm Drainage, <br />Lakes & Ponds, Sidewalks/Ramps/Parking Lots. <br />Manager Rosland noted that the 1987 Budget for Police Protection includes an <br />expenditure of $58,000 for a proposed Speed Control Program. <br />At 9:40 a.m. the Council agreed to recess until 5:OO p.m. and to then continue <br />the Budget Hearing. The Council re-convened at 5:05 p.m. <br />They considered the 1987 Budget expenditures for Police Protection, Fire Pro- <br />tection, Public Health, Inspections, Assessing and Park & Recreation. <br />The Council informally agreed to continue the 1987 Budget Hearing to the Regular <br />Council Meeting of September 15, 1986, at 7:OO p.m. The meeting adjourned at <br />6:20 p.m. <br />- <br />City Clerk
