14 MINUTES <br />TIT' THE REGULKR XEX"G 73F THE <br />EDINACITY COUNCIL HELD AT CITY HALL <br />DECEMBER 7, 1987 <br />Answering rollcall were Members Kelly, Richards, Smith, Turner and Mayor Courtney. <br />EDINA HIGH SCHOOL GIRLS' TENNIS AND SWIMMING TEAMS COMMENDED. Mayor Courtney <br />presented resolutions of commendation for the Edina High School Girls' Tennis and <br />Swimming Teams for recent accomplishments in winning state championships. The <br />resolutions were unanimously adopted. <br />CONSENT AGENDA ITEMS ADOPTED. <br />Member Turner to approve and adopt the consent agenda items as presented. <br />Motion was made by Member Smith and seconded by I Rollcall : <br />Ayes: Kelly, Richards, Smith, Turner, Courtney <br />Motion carried. <br />$ <br />- *MINUTES OF REGULAR MEETINGS OF NOVEMBER 2 AND 16 AND SPECIAL MEETING OF NOVEMBER <br />12. 1987 APPROVED. <br />to approve the minutes of the Regular Meetings of November 2 and 16 and the <br />Special Meeting of November 12, 1987. <br />Motion was made by Member Smith and seconded by Member Turner I <br />Motion carried on rollcall vote, five ayes. <br />PUBLIC HEARING CONCLUDED ON GRADING & R.O.W. IMPROVEMENT NO. P-C-145 AND PERMANENT <br />STREET SURFACING IMPROVEMENT NO. P-BA-279: IMPROVEMENTS ORDERED. Engineer Fran <br />Hoffman recalled that at its meeting of November 2, 1987, the Council had <br />continued the public hearing on the proposed improvements for West 77 1/2 Street <br />and that staff had been asked to provide the Council with background information <br />regarding the project. <br />(West 77 1/2 Street) between Minnesota Drive and West 77th Street summarized as <br />follows: 1979 - City approved National Car Rental plat which included an agreement <br />providing street easement for connecting street under certain conditions; 1980 - <br />City placed proposed road on state aid system; 1985 - Council is made aware of <br />Homart project in Bloomington, determines that the Homart project is of <br />metropolitan significance, subsequent settlement discusses proposed road; 1986 - <br />Bloomington proceeds with Homart project and constructs roadway around site asking <br />City of Edina to participate in the road project, Council directs staff to work <br />with National Car Rental and Bloomington on road projects; 1987 - Staffs of Edina, <br />Bloomington and National Car Rental developed Joint Powers Agreement whereby Edina <br />pays no portion of the roadway known as Minnesota Drive, National Car Rental <br />agrees to pay up to $200,000 for portion of construction of Minnesota Drive but is <br />unwilling to complete negotiations until determination is made on costs for <br />West 77 1/2 Street. Project costs for Minnesota Drive were approximately $800,000 <br />and normally Edina would have participated at a 50% cost split because roadway is <br />a border street. <br />impact study indicated West 77 1/2 Street is key street segment. Hennepin County <br />plans to widen France Avenue in 1989 north of Minnesota Drive to West 70th Street. <br />If Hedberg development is approved, major reconstruction on West 76th Street <br />between Edinborough Way and France Avenue is anticipated during 1989. Staff <br />identifies importance to have a good east-west arterial in place during this <br />conslzuction. Additionally, ramp metering on 1-494 could occur during 1990. <br />Engineer Hoffman explained that the 1979 easement agreement with National Car <br />Rental provided a 65 foot right of way for the link roadway. <br />proposed with a 80/100 foot right of way in order to provide turn lanes. National <br />Car Rental is willing to provide the additional right of way for the project which <br />will prevent the use of National's parking lot as a public thoroughfare. The <br />project is proposed in two segments: 1) grading and right of way purchase <br />including improvement of the poor soil conditions by surcharging, and 2) <br />construction of permanent street surfacing. <br />the project costs and proposed funding. <br />grading and purchase of right of way is estimated at $273,352.58. <br />construction of permanent street surfacing which would include gravel, curb and <br />gutter, storm sewers and development of a traffic light intersection at 77th and <br />Parklawn (underground portion of facility) is estimated at $436,726.92. The <br />project is proposed to be funded by use of State Aid Gas Tax Funds and is included <br />in the City's capital improvement program for 1988. <br />objection being heard, Member Smith moved adoption of the following resolutions: <br />BE IT RESOLVED by the Council of the City of Edina, Minnesota, that this Council <br />heretofore caused notice of hearing to be duly mailed to owners of each parcel <br />within the affected area on the following proposed improvements: <br />He reviewed the history of the proposed link road <br />I' <br />Hedberg property is under review for development and traffic <br />The project is now <br />! P-BA-279 <br />Location: West 77 1/2 Street between 77th Street and Mjnnesota Drive <br />and at the hearing held at the time and place specified in said notice, the <br />Council has duly considered the views of all persons interested, and being fully <br />advised of the pertinent facts, does hereby determine to proceed with the <br />construction of said improvements including all proceedings which may be necessary <br />in eminent domain for the acquisition of necessary easements and rights for <br />construction and maintenance of such improvements; that said improvements are .
