MINUTES <br />OF THE REGULAR MEETING OF THE <br />EDINA CITY COUNCIL HELD AT CITY HALL <br />MARCH 21, 1988 <br />122 <br />Answering rollcall were Members Kelly, Richards, Turner and Mayor Courtney. <br />Member Smith entered during the meeting as noted. <br />CHIEF CRAIG SWANSON COMMENDED. <br />noting that he began his employment with the City in July, 1965, worked up through <br />the ranks and was appointed Chief of Police in April, 1977. <br />recently elected as 3rd vice president of the Minnesota Chiefs of Police <br />Association and in 1991 will become president to represent the State of Minnesota <br />and the City of Edina when the National Conference of Sheriffs and also the <br />International Association of Chiefs of Police meet in Minneapolis. BA-280 (FRANCE AVENUE) ORDERED. <br />Affidavits of Notice were presented by Clerk, approved and ordered placed on file. <br />Pursuant to due notice given, a public hearing was conducted and action taken as <br />hereinafter set forth: <br />A. CONSTRUCTION OF PERMANENT STREET SURFACING WITH CONCRETE CURB AND GUTTER AND <br />SIDEWALK IMPROVEMENT NO. P-BA-280 IN THE FOLLOWING: <br />France Avenue from West 70th Street to Minnesota Drive <br />Engineer Hoffman stated that the proposed improvement is a Hennepin County project <br />to be built in 1989. <br />Street to Minnesota Drive and is a continuation of the project which expanded <br />France Avenue north of West 70th Street to six lanes. <br />transportation improvement consistent with the overall development of Southeast <br />Edina. John Gabbert, owner of the building and business of <br />Collins Interiors, 7010 France Avenue, stated that the building and business was <br />purchased approximately three years ago with the knowledge that it was very short <br />of parking space. The building has been remodeled extensively and a few <br />additional parking spaces were added to bring the total up to 41 spaces. Mr. Mr. <br />Gabbert said that the problem they see with the proposed France Avenue improvement <br />is that they would lose from 11 to 14 parking spaces or a reduction of 25-35% in <br />parking thereby creating a handicap for their business. A secondary issue is that <br />direct access from France Avenue to parking will be eliminated. He advised that <br />they will be coming before the Council in April with a plan that relates to the <br />adjacent property, called the Calhoun Building, proposing a joint use of the <br />properties which may alleviate the problem. <br />would be taken from the Collins Interiors property.
