334 MINUTES <br />OF THE REGULAR MEETING OF THE <br />NOVEMBER 21, 1988 <br />EDINA CITY COUNCIL HELD AT CITY HALL <br />Answering rollcall were Members Kelly, Richards, Smith, Turner and Mayor Courtney. <br />CONSENT AGENDA ITEMS ADOPTED. <br />Member Kelly to approve and adopt the consent agenda items as presented. <br />Motion was made by Member Turner and seconded by <br />Rollcall : <br />Ayes: Kelly, Richards, Smith, Turner, Courtney <br />Motion carried. <br />I PRELIMINARY REZONING FROM R-2 DOUBLE DWELLING UNIT DISTRICT TO R-1 SINGLE DWELLING <br />UNIT DISTRICT APPROVED FOR LOTS 1. 2 AND 3. INDIAN HILLS 3RD ADDITION. Affidavits <br />of Notice were presented by Clerk, approved and ordered placed on file. <br />Craig Larsen presented the request for rezoning from R-2 Double Dwelling Unit <br />District to R-1 Single Dwelling Unit District for Lots 1, 2 and 3, Indian Hills <br />3rd Addition, located on McCauley Trail just west of Gleason Road. The subject <br />property comprises three vacant double bungalow lots. The lots front on McCauley <br />Trail and are the most easterly three lots in the Indian Hills 3rd Addition plat. <br />Lots 1 through 7 of Indian Hills 3rd Addition are R-2 lots and Lots 8 through 16 <br />are R-1 lots. Member Smith commented that he had a concern for building single family <br />homes on those lots from the standpoint of highway noise and hoped those residents <br />will not be before the Council in the future with some expectation that the City <br />would be doing anything with regard to noise. <br />questioned how the storm water easement and pond would affect the buildable area <br />of the lots. <br />Gustafson and Associates, were not present to address the question. <br />7400 Metro Boulevard, commented that he is a builder in Edina and explained that <br />the driving factor is marketability.
