MINUTES <br />OF TBE REGULAR HEXTING <br />EDINA CITY COUNCIL HELD AT <br />FEBRUARY 6, 1989 <br />The meeting was called to order by Mayor Richards <br />OF THE <br />CITY HAXL <br />at 7:OO p.m. <br />ROLLCALL Answering rollcall were Members Kelly, Paulus, Rice, Smith and Richards. <br />CREEK VAILJ5Y FIFTH GRADE WEBEMS WELCOMED <br />seven boys of the 5th grade Webelos from Creek Valley School. <br />are working on their citizenship activity badge and that he had met with them <br />prior to the meeting to answer questions which they had prepared pertaining to our <br />governmental system. <br />EHS CONCERT BAND BOOSTER PROMOTES EDINA POPS CONCERT <br />the EHS Concert Band Boosters, announced that the Edina High School Concert Band <br />will present the 36th annual Pops Concert featuring vocal and instrumental <br />highlights from West Side Story. The concerts will be presented at 7:30 p.m. in <br />the Fick Auditorium on the following nights: February 17, 18, 23, 24 and 25. She invited the Council Members and the audience to attend and continue the loyal . <br />support the community has given in the years past. <br />CONSENT AGENDA IT- ADOPTED <br />Member Kelly to approve and adopt the consent agenda items as presented. <br />Mayor Richards welcomed and introduced <br />He said that they <br />Karen Knudsen, on behalf.of <br />Motion was made by Member Smith and was seconded by <br />Rollcall: <br />Ayes: Kelly, Paulus, Rice, Smith, Richards <br />Motion carried. <br />*MINUTES OF REGULAR MEETING OF NOVEMBER 21 AND SPECIAL MEETINGS OF AUGUST 18, <br />SEPTEMBER 9 AND 15. 1988 APPROVED <br />seconded by Member Kelly to approve the minutes of the regular meeting of November <br />21 and special meetings of August 18, September 9 and 15, 1988. <br />Motion carried on rollcall vote, five ayes. <br />Motion was made by Member Smith and was <br />PUBLIC HEXRING CONDUCTED ON PERMANENT STREET SURFACING WITH CONCRETE CURB AND <br />COOPERATIVE CONSTRUCTION AGREEMENT WITH COUNTY AUTHORIZED Affidavits of Notice <br />were presented by Clerk, approved and ordered placed on file. <br />Hoffman explained that the proposed improvement of France Avenue is a cooperative <br />effort between Hennepin County, Edina, St. Louis Park and Minneapolis to <br />reconstruct France Avenue from West 49 1/2 Street to Excelsior Boulevard. <br />original project started in 1984 with the Minnesota Department of Transportation <br />(MNDOT) proposing to improve the street with the participation of the cities. <br />Edina City Council conducted hearings on the issue in August 1984, January 1985 <br />and in June 1986 when the project plan was approved. <br />go forward because MNDOT had a lack of funds and the project was cut from the <br />construction list. <br />GUTTER & SIDEWALK IMI?ROVEMENT NO. Subsequently, the county <br />took over project control. <br />The reason for the present hearing is two-fold: 1) A considerable period of time <br />has passed from the last hearing and new people now live along the street, and <br />2) We now have a final cost estimate for the project and are proposing to assess <br />the normal rate for construction of a county state aid or municipal state aid <br />street. <br />The project as originally proposed by MNDOT required a four lane roadway. <br />City objected and requested and obtained a variance from that requirement. <br />project as now proposed is for a two lane roadway with one parking lane. <br />The <br />The <br />The
