209 MINUTES <br />OF THE SPECIAL COUNCIL HEETING <br />HELD AT EDINA CITY HAIL <br />HAY 8, 1989 <br />A special Council Meeting was held on May 8, 1989, at 6:OO p.m. for the purpose of <br />reviewing the draft agenda for the May 15, 1989 Regular Council Meeting concerning <br />citizens against pornography. <br />In attendance were Members Kelly, Paulus, Rice, Smith and Mayor 'Richards. <br />members present were Manager Rosland and Clerk Daehn. <br />, <br />Staff - <br />Manager Rosland reported that he had met with the City Attorney, the Prosecuting <br />Attorney, the Chief of Police and the Chairman of the Human Relations Commission <br />and that together they had developed the following recommendations for the Council <br />to consider concerning the pornography issues: <br />That the Legislature be asked to strengthen the.Display to Minors Law and 1) that we lobby through the AMM, LMC and the MLC to correct the weaknesses in the <br />law. , <br />2) That we ask the police chiefs' association to watch for a prosecutable <br />obscenity law case and then ask elected city officials to encourage county <br />officials to challenge the Minnesota 0bscenity.Law in court. <br />3) That staff work with Shinder's so that the adult material in their store <br />will not be visible to minors and ask that the baseball card counters be moved. <br />The Council also reviewed and discussed a memorandum dated January 19, 1987 from <br />Dorsey & Whitney, legal counsel, regarding Municipal Regulation of Adult <br />Facilities, and also the Minnesota Obscenity Law and the Display to Minors Law. <br />Following '-' discussion, it was informally agreed that the staff's recommendations be <br />presented'at the May 15, 1989 Council Meeting at which time the Council would <br />solicit comment from the citizens' group and react to the recommendations. <br />formal action was taken and no other business was discussed by the Council. <br />I <br />No <br />The meeting was adjourned at approximately 6:35 p.m.
