.I <br />MN[pIIES <br />OF REGULAR llEETING OF THE <br />EDIHB CITY COUNCIL HELD AT CITY HAIL <br />NOVEMBER 6, 1989 <br />R0T.LCAT.L Answering rollcall were Members Kelly, Rice, Smith and Mayor Richards. <br />Mayor Richards announced that Member Paulus was representing the Council at the <br />School District Strategic Planning Retreat. <br />AMERICAN EDUCATION WEEK PROCLAIMED <br />Rice for adoption of the following proclamation: <br />WJBREAS, the citizens of our community have long recognized the historic link <br />between education and a strong,f?ee nation; and <br />WJBREAS, our public schools have enabled generations of American families to build <br />upon the lessons of the past to achieve the dreams of tomorrow; and <br />WJBREAS, America's system of public education relies not only on the skills and <br />dedication of teachers, school administrators, and education support staff, but <br />also on the encouragement and support of the entire community, <br />NOW, 'SHEREPORE, I, Frederick S.
