OF THE WORK SESSION OF THE
EDINA CITY COUNCIL
HELD AT CITY HALL
JULY I, 2014
5:45 P.M.
Mayor Hovland called the meeting to order at 5:45 p.m. in the Community Room of City Hall.
ROLLCALL
Answering rollcall were Members Bennett, Brindle, Sprague, Swenson and Mayor Hovland.
Staff attending the meeting included: Jennifer Bennerotte, Communications & Technology Services Director;
Annie Coyle, City Management Fellow; Lindy Crawford, City Management Fellow; Karen Kurt, Assistant City
Manager; Debra Mangen, City Clerk; Chad Millner, City Engineer; Scott Neal, City Manager and Mark Nolan,
Transportation Planner.
Mayor Hovland noted the purpose of the work session was to review the Pedestrian and Cyclist Safety Fund
Approval Process and Living Streets Implementation.
PEDESTRIAN AND CYCLIST SAFETY FUND APPROVAL PROCESS
City Engineer Millner reviewed the creation of the Pedestrian and Cyclist Safety (PACS) Fund. He noted that
staff was seeking guidance from the City Council about how to handle approval of projects that have both a
PACS financed sidewalk along with a neighborhood street reconstruction. Mr. Millner presented the Council
with four options for consideration when the Council authorizes the construction of sidewalks using the PACS
Fund to finance the construction. The Council discussed the various aspects of each option and its consensus
was to consider the sidewalk projects at the time of the public hearing for the reconstruction project, but to
have two separate votes, one on the sidewalk and one on the street reconstruction.
LIVING STREETS IMPLEMENTATION
Members of the Living Streets Working Group in attendance included: Jennifer Janovy, Bill McCabe, Ellen
Jones, Michael Platterer, Paul Nelson, Paul Thompson and Claudia Carr.
Transportation Planner Nolan presented the two chapters from the draft Living Streets Plan: the "Network of
Living Streets" which covers the different types of Living Streets and their location, and the "Design
Guidelines," which discusses the different Living Streets elements and how they would be applied (including
Sidewalk Maps). The Living Street's Plan classified street not only based on function, but also on the character
of the street and its adjacent land uses. The Plan includes a new street category called "local connector
streets". Local connector streets would be high-traveled connections between neighborhood, destinations,
and higher level streets. They tend to be frequent bike/walk corridors. The Plan, which provides a basic
design framework for each street type, will help with the implementation of a multi-modal, sustainable
network. The City Council, Living Streets Working Group and staff discussed the Plan's proposed function
and implementation and public input. A public meeting will be held later in the year to get public feedback on
the plan.
There being no further business, Mayor Hovland adjourned the meeting at 6:58 p.m.
