Millner, PE, Director of Engineering Action Discussion ❑ Date: December 9, 2014 Information ❑ Subject: Public Hearing —Arden Park D Neighborhood Roadway Reconstruction, Improvement No. BA -412, Resolution No. 2014 -156 Action Requested: If the Council determines the project to be necessary, cost - effective, and feasible, Council shall adopt Resolution No. 2014 -156 accepting the engineering study and approving Arden Park D Neighborhood Roadway Reconstruction, No. BA -412, authorize plans and specifications to be completed and bids taken. Information / Background: City staff initiated this project. This project implements principles of the Living Streets Policy and draft Living Streets Plan. It continues our change of thinking about the use of our streets from primarily auto - centric to the incorporation of pedestrian- centric elements and what is required for a balanced, multi -modal transportation system. The project involves reconstruction of the roadways including bituminous pavement and concrete curb and gutter. Sidewalks are planned for Arden Avenue, West 52nd Street, and Minnehaha Boulevard adjacent to a 24 -ft curb -to -curb street width. Parking is proposed to be restricted to one side of all the roadways. The project also includes upgrading existing utility infrastructure systems including storm sewer, water, sanitary sewer, and City owned lights. The overall project cost is estimated at $8,235,000 which includes City owned utility repairs and replacement. Funding for the project will be from a combination of special assessments, respective utility funds, Pedestrian and Cyclist Safety (PACS) funds, and some of the storm water improvements will be funded in part by the Minnehaha Creek Watershed District. Staff has analyzed the project and feels that the project is necessary, cost - effective, and feasible from an engineering standpoint. BA -412 ARDEN PARK D NEIGHBORHOOD ROADWAY RECONSTRUCTION The Edina City Council will meet at Edina City Hall, on Tuesday, December 9, 2014, at 6:00 p.m., to consider the public hearing on roadway improvements for Arden Park D Neighborhood Roadway Reconstruction. This hearing is being conducted under the authority granted by Minnesota Statutes, Chapter 429. This hearing has been called as a recommendation from staff. The proposed project would be constructed in the summer of 2015 with the assessment hearing occurring in the fall of 2016. The estimated project cost is $2,690,000 (Roadway), $594,000 (Sanitary Sewer) and $95,000 (Streetlight). The cost of the project will be funded by special assessment. The estimated cost per assessable lot is $14,400 per residential equivalent unit. The assessments can be divided over a fifteen -year period with interest accumulating on the unpaid balance. Based on our conversation and the streetscape plan, as designed on September 22, 2014, we do want to raise the question as to whether a 27 -foot section is necessary at all along Minnehaha Boulevard. Our accompanying exhibit conceptualizes the potential parking gains, and as you can see the frequent driveway aprons, fire hydrant access points and tightly curving street make the on- street parking gains minimal and in most cases quite awkward.
