HomeMy WebLinkAbout2013-05-21 Council Work Session MINUTES OF THE WORK SESSION OF THE EDINA CITY COUNCIL HELD AT CITY HALL MAY 21,2013 5:34 P.M. CALL TO ORDER The meeting was called to order by Mayor Hovland at 5:34 p.m. ROLL CALL Answering roll call were Members Bennett, Brindle,Sprague, Swenson and Mayor Hovland. Staff attending the meeting included: Ann Kattreh, Park& Recreation Director; Ari Klugman, City Manager Intern; Karen Kurt, Assistant City Manager; Scott Neal, City Manager; Brian Olson, Public Works Director; Eric Roggeman, Assistant Finance Director;Jane Timm, Deputy City Clerk; and John Wallin, Finance Director. Mayor Hovland stated the purpose of the meeting was to receive an update on the 2014-2015 Work Plan and Budget Process. 2014-2015 WORK PLAN AND BUDGET UPDATE POWERPOINT PRESENTATION Assistant City Manager Kurt presentation proposed process for development of the 2014-2015 Work Plan and General Operating Budget including the process and timeline, budget challenges, tax comparisons, and HRA Levy. Ms. Kurt also explained the public engagement process that would be followed to garner citizen input. Ms. Kurt highlighted the following work plan themes the Council set during their May 3-4, 2013 retreat: • Infrastructure • RNAV • Workforce • Commercial and Mixed Use • Communications & Engagement Redevelopment • Community Vision Assistant Finance Director Roggeman reviewed the timeline of the budget, and explained the three different citizen engagement events called "Financing Our Future" that will be held in June 2013. He explained the proposed HRA levy was allowed by statute, had some limitations on expenditures eligible to be funded by an HRA levy, and would be outside of any levy limits. Mr. Roggeman presented a listing of surrounding cities using the HRA Levy. Staff and Council discussed budget challenges to consider for 2014-2015 including total expenditure requests by staff of $1.4 million, new full time staff requests, part-time staff levels, part-time staff healthcare, and general healthcare costs. Mayor Hovland thanked city staff for their hard work.
