HomeMy WebLinkAbout2013-06-18 Council Work Session MINUTES OF THE JOINT WORK SESSION OF THE EDINA CITY COUNCIL AND ENERGY AND ENVIRONMENT COMMISSION HELD AT CITY HALL JUNE 18, 2013 5:35 P.M. CALL TO ORDER The meeting was called to order by Mayor Hovland at 5:35 p.m. ROLL CALL Answering roll call were Members Bennett, Brindle, Sprague, Swenson and Mayor Hovland. Attending from the Energy & Environment Commission were; Commissioners Gubrud, Heer, Howard, Latham, Risser, Rudnicki,Thompson, Zarrin, and Chair Sierks. Commissioner Sokol entered the meeting at 6:25 p.m. Staff attending the meeting included: Ross Bintner, Environmental Engineer; Karen Kurt, Assistant City Manager; Debra Mangen, City Clerk; Scott Neal, City Manager and Solvei Wilmot, Environmental Health Specialist, Recycling Coordinator. Mayor Hovland stated the purpose of the meeting was to meet with the Energy and Environment commission to review their 2013 Work Plan and items of mutual interest. Chair Sierks and Commission members updated the City Council on some targeted areas of the Commission's 2013 Work Plan including: • WP1) Comprehensive City Building Energy Efficiency Project for 2013: investigate various contracting methods including State Guaranteed Energy Savings Program (GESP) contract, select preferred contracting method, choose scope of project and set budget for 2014. • WP2) Energy Efficiency Community Outreach and Education Project. The Commission suggested that the Enhanced Home Energy Squad be considered, but that doing so would require about $10,000 in the 2014 Operating Budget; • WP3) Promote Emerald Energy Program — A desire was expressed to expand this to more than the PACE program. Work to develop a broader program regardless of the financing source. Difficulties with the financing for residential properties were outlined. • WP4) Integrate Comprehensive Plan Chapter 10 into City operations and and decision making, including code and policies Following brief discussion it was suggested that the Commission bring forward their suggested 2014 Budget request through Environmental Engineer Bintner. Commissioners Latham and Zarrin updated the Council on the work done regarding expanding the recycling program to businesses, the potential for recycling compostable materials and need for updates to ordinances. Also discussed was: WP9) Urban Forestry Policy and potential ordinance. Mayor Hovland declared the meeting adjourned at 6:55 p.m. Respectfully submitted, 1 6 V Debra A.
